RESOLUTION

ON MAIN TASKS AND SOLUTIONS FOR THE IMPLEMENTATION OF THE SOCIO-ECONOMIC DEVELOPMENT PLAN AND THE STATE BUDGET ESTIMATION IN 2022

THE GORVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law on Amendments to the Law on Organization of the Government and the Law on Organization of the Local Government dated November 22, 2019;

Pursuant to the National Assembly’s Resolution No. 32/2021/QH15 dated November 12, 2021 on the Socio-economic Development Plan in 2022; Resolution No. 34/2021/QH15 dated November 13, 2021 on the State Budget Estimation in 2022.

HEREBY RESOLVES:

2021 is the year when many important events of the country take place. It is the first year implementing the Resolution of the 13th National Congress of the Communist Party, the Socio-economic Development Plan for 10 years 2021-2030, and 5-year plans for the period of 2021-2025, Government consolidation plans for the 2021-2026 term. In the context where the country is facing new and more acute difficulties and challenges, especially the complicated development of the COVID-19 epidemic and non-traditional security issues, under the unified leadership of the Central Committee of the Communist Party directly or often is the Political Bureau, Secretariat; the effective supervision of the National Assembly, National Assembly Standing Committee; the drastic directive and administration of the Government and authorities at various levels; the agreement, support, sharing, and active participation of people from all classes, business communities, we have achieved many important and respectable results. We have drastically implemented a safe, flexible adaptation roadmap for effectively controlling the COVID-19 epidemic; speed up vaccination works against COVID-19, making Vietnam one of the countries with a high vaccine coverage rate in the world; promptly implement solutions to extend, exempt, and reduce some taxes, fees, charges, and land rent in order to resolve difficulties for the business of production; spend 71,5 billion VND to support employers and employees. The macroeconomics continues to be stable, inflation is under control, and major balances of the economy are secured; the state budget revenue exceeds 16,4% of the estimation, in which domestic taxes and fees collected from business and production activities from 3 economic regions exceeds 14,5% compared to the estimation and increases by 11,3% compared to 2020; the total export and import turnover increases by 22,6%, reaching 668,5 billion USD, the highest of all time; agriculture continues to affirm its core role in the economy with the export turnover of agricultural, forestry, and fishery products reaching over 48,6 billion USD; processing and manufacturing industry increases by 6,37% and continues to be the motivation of growth; commerce and service recovers positively. The national defense and security is consolidated and enhanced; social safety and order and sovereign independence are maintained; foreign policies achieve many positive results; the prestige and position of our country continue to be improved internationally.

2022 is an important year as it is the foundation for implementing targets of 5-year plans for the period of 2021-2025. Approximately, international and domestic situations will have advantages, chances intertwined with difficulties and challenges but the latter will be dominant. The COVID-19 epidemic may become more complicated and dangerous. World economic growth is forecasted to be uneven and uncertain, possibly lower than 2021; domestically, the experience, capability, and ability to cope with the epidemic will continue to be improved, but the resilience of enterprises and people has decreased. Aside from the achieved results, there are still limitations that we need to overcome in the socio-economic development. If we do not control the epidemic effectively, there will still be potential risks of slow economic recovery and growth deficiency. Natural disasters and climate change are becoming more and more complicated and unpredictable, with increasingly high impacts, etc.

The Government shall request authorities at various levels to continue to innovate, proactively adapt, act more drastically and effectively in the spirit of the operation theme “Discipline unity, proactive adaptation, safety and efficiency, recovery and development” with 6 viewpoints, focuses of 2022 as follows:

1. Follow Resolutions of the Communist Party, National Assembly; rely on actual situations to direct or operate proactively, flexibly, and creatively; such directives and operations shall be in the right direction without deviations and with effectiveness. Promote the strength of the great national unity; uphold the spirit of self-reliance; continue to develop an independent and self-sufficient economy that is resistant to negative external influences; strive to convert challenges into chances with high determination; improve the efficiency in the cooperation between ministries, central authorities, and administrative divisions; overcome limitations and weaknesses of 2021, especially prolonged limitations; implement fully and successfully targets and tasks of the 2022 plan in order to create a solid foundation for sustainable development.

2. Safely and flexibly adapt and effectively control the COVID-19 epidemic; steadily implement measures to prevent and control the epidemic appropriately in order to provide maximum protection for the people's health and life, while focusing on resolving difficulties for production and business; promptly provide support for people and enterprises. Vaccination, medicine for COVID-19 treatment, and the people's awareness and responsibility enhancement are decisive factors in successful epidemic control in order to recover the socio-economic development.

3. Proactively grasp the situation and take advantage of every chance to promote the process of socio-economic recovery and development; maintain the growth motivation in the long term, and utilize new growth motivations. Focus on implementing 3 focuses: recovery, promotion of the business of production; promote export; speed up the disbursement of public investment capital and utilize every resource for the development of the infrastructure system, especially the strategic infrastructure. Persistently maintain the stability of the macroeconomics, control inflation, and improve the self-sufficiency, resistance, and adaptability of the economy. Promote the restructuring of the economy in a practical and effective manner. Develop e-commerce, digital economy, and new business models based on the application of information technology and digital technology. Focus on handling backlog issues prolonged for many years.

4. Continue to prioritize the completion of development institution; promote decentralization along with appropriate resource allocation in order to enhance the capability and quality of the officer and official staff; increase the inspection and power supervision in order to improve the efficiency in implementing laws, contributing to the development of an orderly, disciplined, safe, healthy, democratic, fair, and civilized society. Focus on human resources, cultural development, education in order to improve the quality of human resources in association with the promotion of application and development of science and technology, creative innovation, and improvement of labor productivity.

5. Ensure social security and people's safety; well implement social policies for people with meritorious services; recover and stabilize the labor market; create jobs and restructure the labor force in order to improve the people's incomes and living conditions. Promote administrative reform, creating an investment environment for favorable business. Strictly manage and effectively use land and resources, protect the environment, and proactively respond to climate change. Increase the dissemination of information in order to improve the efficiency of public relations, creating social consensus. Promote the prevention against corruption, negativity, and wastefulness.

6. Ensure political stability, social order, and safety; continue to consolidate, improve, and maintain national defense and security. Proactively conduct international integration; improve the efficiency of foreign affairs; contribute to the maintenance of a peaceful and stable environment; attract external resources for the development of the country and improve the prestige and position of Vietnam internationally.

III. MAIN TASKS AND SOLUTIONS

1. Focus on flexibly and effectively implementing the goal of both prevention and control of the COVID-19 epidemic and socio-economic development and recovery

Consistently and seriously implement from the central to local levels regulations on safe adaptation, flexibility, and effective control of the COVID-19 epidemic; create maximum convenience for the circulation of goods and working after the epidemic. Accelerate the vaccination campaign, especially research on vaccination for children as recommended by the World Health Organization (WHO), 3rd dose of vaccine, ensuring the safety, science, and effectiveness according to targets of the Government; promote rapid technology transfer, research, and production of vaccines and therapeutic drugs in the country; promote the role of the grassroots healthcare network, rapid response team, treatment support team, and community COVID-19 team. Promote dissemination, raise awareness, and promote self-discipline, positivity, and initiative of the people in epidemic prevention and control. Absolutely do not be subjective, lethargic, or lose vigilance, and also do not panic, fear, lose temper, courage when the epidemic breaks out.

Focus on effectively implementing the socio-economic recovery and development program; promptly implement solutions of finance or currency in implementing the program for recovery support and quick development of business production, especially in important fields; recover production, supply, and labor chains, promote growth motivation, and ensure social security and people's lives. Prioritize allocating state budget resources to focus on improving the capability of the health system, especially preventive medicine and grassroots healthcare in places of need and urgency, and perform other important and urgent tasks.

Promote domestic consumption and strive to increase the total retail sales and revenue from consumer services reach 7-8%. Focus on monitoring, analyzing, and forecasting the market; promptly take measures to ensure the supply of essential goods, raw materials, fuel and materials for production. Strongly develop e-commerce; diversify the market; promote sustainable exports; utilize chances from markets with FTA; promote official exports. Increase the prevention of origin fraud and illegal transportation. Improve the capability and implement trade remedies suitable for international commitments. Develop and operate effectively an early warning system for goods potentially be subject to trade remedy investigation. Promote commercial advertisement and promotion; connect supply with demand.

Strive for the rate of mobilization of investment capital for the whole society to reach over 35% of GDP. Use public investment to lead and activate every legal resource of the society, especially via public-private partnership cooperation. Attract and select foreign investment resources; organize investment promotion in the direction of actively approaching, studying, and supporting partners, big corporations, or technology corporations that lead or operate the value chain; proactively develop clean premises, connection infrastructures, human resources, etc. Focus on the policy-related discussion and promotion of in-country investment to resolve difficulties for FDI enterprises.

b) Continue to maintain the stability of macroeconomics; control the growth rate of the consumer price index (CPI) on average of about 4%, ensuring the great balance of the economy.

Actively, flexibly, closely, synchronously, and effectively operate monetary and financial policy tools and other policies. Stabilize the currency market. Operate credit solutions, contributing to the inflation control and supporting the recovery of economic growth; encourage credit organizations to continue to reduce costs in order to strive to reduce lending interest rates, increase access to credit for enterprises and people; direct credit to the business of production or prioritized fields. Strictly control activities such as foreign currency loans, credit for potentially risky fields, capital mobilization of enterprises, especially issuing corporate bonds.

Tighten financial disciplines and strictly manage the collection and expenditures of the budget. Prevent the loss of revenue, tax arrears, transfer pricing, tax evasion, and commercial fraud and strive to increase the state budget revenue. Promote the application of information technology in the administration of tax, unified management, and use of e-invoices which will be applied nationwide from July 1, 2022; expand cashless payment and manage state budget expenditure closely, thriftily, and effectively, according to assigned estimates. Thoroughly save budget expenditures, especially recurrent and public-service expenditures that have the nature of investment; increase the control of expenditures, ensuring that they are correct, sufficient, and efficient; increase thrift practices against waste. Resolutely cut down recurrent expenditures assigned in the first estimate of the year but have yet to be allocated in accordance with regulations, especially public service expenditures with the nature of investment and implement austerity measures.

Ensure the budget for the implementation of promulgated policies on social security policy, benefits for the frontline force in epidemic control and prevention, pension adjustment in 2022 for people who retired before 1995, preferential subsidy policy for revolutionary contributors, and implementation of the multidimensional poverty line for the period of 2021-2025.

Synchronously implement and closely cooperate with central or local authorities in operating prices, avoiding resonant effects that affect the target of inflation control. Ensure the publicity and transparency in the operation of petrol and oil prices and other important and essential goods and services operated by the state. Increase the inspection, prevention, and handling of smuggling, commercial fraud, speculation, and unreasonable price increases, especially for important materials, essential consumer goods, medical equipment, and medicines.

a) Focus on institutionalizing policy orientations of the Communist Party; tighten disciplines and uphold responsibilities, especially for the head in law development. Ensure the progress and implementation quality of the law and ordinance development in 2022 of the National Assembly. Promptly promulgate guidelines for the synchronous and effective implementation of the COVID-19 prevention and control program and the socio-economic recovery and development program. Improve the quality of law enforcement supervision; diversify forms of dissemination and education of law in the direction of digital transformation; promote communications of legal policies. Effectively implement the recovery of properties that are lost or appropriated in criminal cases related to corruption and economy; strive to fulfill targets and tasks of judgment enforcement. Improve the effectiveness and efficiency of state management of judicial administration and judicial assistance. Increase international cooperation regarding laws; improve the effectiveness of prevention and proactive cooperation in solving international investment disputes. Focus on cooperation during provision of legal aid; prepare technical infrastructure for digitalization and effective participation in online court sessions. Complete mechanisms and policies, in which focus on effectively utilizing resources from land; develop infrastructure and promote the development of e-commerce activities and the digital economy. Focus on completing, approving, and implementing the sector and field development strategy.

b) Develop synchronously, stably, and sustainably all kinds of markets, especially the market of capital, currency, labor, science and technology, real estate, etc.

Complete the legal framework for the management of the financial and securities market and for such markets to develop healthily, stably, and safely; proactively participate in international financial markets. Modernize and enhance publicity, transparency, and discipline in the financial market and financial services.

Recover, consolidate, operate, and effectively develop the labor market, ensuring the labor resource for important areas or fields. Increase the application of information technology, digital transformation and connect the labor supply and demand. Promote the transfer of labor to official areas and send Vietnamese workers to work abroad under contracts.

Continue to promote the development of the socio-economic market and connect supply with demand. Review and resolve difficulties in the development of housing and the real estate business. Complete the information system and database on housing and real estate market; closely supervise the situation to promptly handle “hot” issues that arise; increase the urging, inspection, and supervision of the implementation of policies or laws on housing, official residences, offices, and the real estate market in localities.

c) Promote national digital transformation and creative innovation to develop a practical, effective, and focused digital economy and digital society. Promote piloting and testing a number of business models, products, and services that apply new technologies to recover and facilitate the breakthrough development of a number of sectors and fields with great chances and potential such as tourism, service, transportation, logistics, etc. Speed up the process restructuring; simplify financial procedures in every field; ensure publicity and transparency in order to create maximum convenience for enterprises and people.

d) Continue to build and perfect a democratic, modern, professional, disciplined, open, and transparent state administrative institution serving enterprises and people; such institution shall meet the requirement for international integration, socio-economic development, flexible and safe adaptation with COVID-19 epidemic; promote decentralization of state management in association with increases of inspection, supervision, and power control. Resolutely and persistently promote prevention of corruption, negativity, and waste; develop a pure, strong, and comprehensive officer and official staff. Encourage and protect officers who are energetic, creative; dare to think, dare to do, and dare to take responsibility for the common benefit according to the guideline of the Communist Party. Complete regulations on the public administrative system in a transparent and honest manner; strictly and effectively handle and prevent petty corruption that is inconvenient for enterprises and people.

3. Promote economic restructuring in association with the innovation of growth models in order to improve productivity, quality, efficiency, and competitiveness of the economy; create a foundation for the development of the digital economy and digital society.

a) Strictly comply with regulations of the law on public investment; improve the quality of plan development, ensuring it is suitable for the capability and possibility of the project; be urgent, drastic, and effective in investment preparation and capital allocation; focus on solving problems, increasing the effectiveness of the implementation according to the post-execution inspection principle, upholding the role and responsibility of the leader, and striving to disburse 100% of the public investment capital plan. Develop possible and practical solutions to promote the implementation progress of important national projects and 3 national target programs.

Focus on resolving difficulties and problems for important industrial plans; assist factories in maintaining and recovering production in order to keep their orders and supply chain. Promote agricultural restructuring according to 3 main product groups, fields, or sectors; restructure agricultural production in association with the demand of the market; strongly promote the potential and strength of each region and locality. Proactively adjust the plan for agricultural production suitable for the new normal and weather conditions or epidemic. Speed up the innovation of methods of production organizations in association with the value chain via the farm economic development and cooperatives that have joint-production with farmers.

Restructure, recover, and develop a number of important sectors, fields, and services directly suffering from the COVID-19 epidemic such as commerce, service, logistics, transportation, aviation, tourism, etc. Continue to promote internal tourism in association with epidemic safety; gradually expand the target, market, and destination in the pilot program to welcome international visitors to Vietnam; increase communications to promote Vietnam's tourism on digital platforms and apply new technologies.

Renovate the management mechanism and improve investment efficiency and construction quality. Increase control and inspection to minimize incidents and prevent loss and waste. Improve production capacity and meet the demand for construction materials in the direction of eliminating outdated technology and fuel consumption and meeting environmental requirements and standards.

Focus on resolving problems, strongly renovating the environment of investment and business, and improving the competitiveness of the country. Private economic development is the motivation to increase the connection between FDI areas with domestic economic areas. Prioritize small and medium enterprises in supporting digital transformation, technology, and creative entrepreneurship. Continue to promote the establishment and increase the connection between enterprises, especially between small and medium enterprises with FDI enterprises and big domestic enterprises. Develop mechanisms and policies to encourage enterprises to invest in agriculture and rural areas; research, socio-economic development, and effective participation in the global value chain. Develop industrial clusters in association with the economic development of localities or the country. Review and amend support mechanisms and incentive policies for the economic development of collective and cooperatives to meet the actual requirements.

c) Greater practicality and effectiveness of the economic restructuring in association with the growth model to improve productivity, quality, efficiency, and competitiveness. Attract resources, especially from the trend of green growth, global initiatives for socio-economic development. Develop and implement national programs on the improvement of productivity and strive to increase productivity by 5,5%. Continue to effectively develop and implement without deviation national science and technology programs on intellectual property development, national products, high technology, science and technology market, national technology innovation, productivity, and product quality improvement; promote creative innovation, consider enterprises as the center and maximize strengths in scientific research activities of research institutes and universities.

d) Quickly complete the approval and organize the implementation of the restructuring project; improve the efficiency of state-owned enterprises in general, especially state-owned economic corporation and state-owned controlling company for the period of 2021-2025. Speed up the rearrangement of state-owned enterprises in accordance with Decision No. 22/2021/QD-TTg and related regulations. Select the appropriate time and method of equitisation and divestment appropriately, effectively, publicly, and transparently to avoid loss of capital and state properties. Consolidate and develop a number of state-owned economic corporations that have large scales, efficient operation, and competitiveness. Focus on handling projects, works behind schedule, inefficient investment, or prolonged loss of state-owned corporations or controlling companies. Strive to completely and effectively handle 5/12 projects, enterprises behind schedule, inefficient investment; continue to develop handling methods for the 7 remaining projects, enterprises in 2022.

Continue to grasp thoroughly the implementation of Resolution No. 19-NQ/TW of the 6th Conference of the 12th Central Committee on continuing to innovate organizational and management structure, enhance quality and efficiency of public service providers. Promote autonomy and self-responsibility of public service providers in accordance with Decree No. 60/2021/ND-CP. Increase public investment, facilitating a competitive environment that is healthy and equal in providing public services; develop appropriate mechanisms to attract non-state resources to develop the public service field, prioritizing fields that have good conditions.

dd) Effectively implement the project on restructuring the credit organization system in association with the handling of bad debts for the period of 2021-2025 after being approved by competent authorities. Supervise the credit quality of credit organizations; carefully review and accurately reassess on-balance-sheet bad debt; speed up processing and restructuring 2 weak commercial banks in 2022 and continue to develop plans to handle remaining weak banks. Actively implement solutions for the business model transformation of credit organizations in the direction of applying modern technology and multi-services and focusing on digital banking operation.

e) Continue to restructure the state budget and increase public debt management

Effectively review and assess the operation of state financial funds outside the state budget; develop a roadmap for the restructuring, merge, and dissolution of inefficient funds according to the spirit of Resolution No. 792/NQ-UBTVQH14 dated October 22, 2019 of the National Assembly Standing Committee.

4. Quickly develop a synchronous and modern infrastructure system

a) Speed up the construction progress of important infrastructure projects; strengthen regional, inter-regional, and international connections, especially important transport infrastructure works such as the construction project of a number of expressway sections on the North-South in the East for the period of 2017-2020 (complete some component projects such as Cam Lo – La Son; Dau Giay - Phan Thiet; Vinh Hao - Phan Thiet; Mai Son - Highway No. 45); My Thuan - Can Tho expressway project; Long Thanh international airport project; speed up investment progress and strive to put a number of urban railway lines into operation in Hanoi and Ho Chi Minh city, etc. Present early to the National Assembly decision on investment policy in important national projects that have inter-regional and inter-provincial nature for the period of 2021-2025.

b) Ensure the progress of the master plan and construction of important power sources and power grids, especially the transformation program for the reduction of carbon emission; quickly complete the power supply for remote areas, mountainous areas, and islands. Develop solutions to construct smart and effective power grid systems.

c) Urgently implement infrastructure projects of national digital platforms for common use. Encourage information and technology enterprises to expand investment in digital content in industries and services such as the electronic industry, information and technology industry, network safety and security industry, etc.

d) Develop agricultural and rural infrastructure systems, especially irrigation works serving agricultural restructuring, fishing port, large fishing center, anchorage area to avoid storms; infrastructure projects to prevent natural disasters and adapt to climate change. Promote rural economic development; develop in-depth new rural areas in an effective and sustainable manner; strive for the rate of communes that meet new rural standards to reach 73%.

dd) Encourage the development of commercial infrastructure in association with diverse modern distribution models, postal infrastructure, telecommunications, and logistics; promote distribution via e-commerce and smart payment methods, facilitating origin tracing and ensuring goods quality and competitive prices. Focus on investing in infrastructure, physical facilities, and warehouses; arrange gathering places of goods and vehicles in border gate areas. Focus on investment to gradually complete the social infrastructure (healthcare, culture, and education) in order to improve the material and spiritual life of the people, ensuring social security.

5. Improve the quality of education and training; develop human resources in association with the promotion of scientific research, technology application, and creative innovation.

a) Promote the implementation of digital transformation in teaching and learning; complete the form of organization of teaching and learning in a manner suitable for the epidemic situations. Follow the recommendation of WHO, the experience of the world, and of Vietnam to promptly and timely implement the vaccination for children in order to quickly bring students back to school in association with epidemic safety assurance.

c) Strongly develop creative entrepreneurship ecosystem and national creative innovation. Speed up the establishment of centers of creative innovation and creative entrepreneurship; intensify the connection of domestic or foreign creative innovation networks. Encourage enterprises to use the science and technology development fund to innovate, absorb, and master technologies; intensify the protection of intellectual property rights. Promote the synchronous development of the information infrastructure; make statistics and complete the national database on science and technology and creative innovation.

d) Promote the handling of properties formed from tasks of science and technology and state budget; promote commercialization and practical application of results of scientific and technological research Promote technology application for management and implementation of science and technology tasks Innovate mechanisms in order to facilitate scientists, organizations, individuals, and enterprises to participate in the research and development of technology and public-private partnership in implementing large-scale technology projects. Intensify scientific research and application of technology to propose solutions serving the COVID-19 prevention and control.

dd) Continue to effectively implement without deviation Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training. Effectively implement preschool education programs and school education programs in order to improve the teaching staff and education managers according to road maps. Maintain and improve education generalization; implement preschool education generalization for preschool children 3-4 years old where conditions permit. Implement a road map to improve the standard level of training of preschool, primary school, and secondary school teachers; effectively and basically solve the situation of excess and shortage of local teachers. Promote and delegate autonomy and self-responsibility for universities in association with increases of educational quality assessment. Implement solutions to improve research capability associated with teaching and supporting students in entrepreneurship in universities.

e) Synchronously implement mechanisms, policies, and solutions to improve the quality and effective use of human resources associated with the promotion of creative innovation of applications and strong development of science and technology; promote creative innovation. Focus on providing advanced training for talents, attracting science and technology human resources, and providing training for digital, skilled, and high level of technical expertise human resources. Intensify the cooperation between schools, training institutions, and enterprises associated with the demand of enterprises for labor; encourage enterprises to participate in providing vocational training and resolving job issues for workers after training.

6. Promote the development of regional connection, economic areas, urban areas, and urban economy and speed up the making and approving progress of master plans

a) In 2022, strive to basically complete the approval of national master plans, regional master plans, and provincial master plans for the period of 2021-2030, with a vision toward 2050. Focus on developing important economic areas and new growth motivation areas. Urgently research, complete, and promulgate regional coordination institutions and cooperation regulations; strongly promote intra-regional and inter-regional connections; synchronously implement Resolutions of the National Assembly on pilot implementation of specific mechanisms and policies for development in some localities; quickly create new growth motivation areas.

b) Promote the implementation of master plans, plans, and projects on urban area development to cope with climate change, green urban areas, smart urban areas, and synchronous development of urban infrastructure of coastal economic areas. Develop urban systems connected with highway development, new economic development space in the region and develop new rural areas associated with the process of urbanization; develop policies to control and manage urban infrastructure services to ensure social welfare and overcome limitations. Review, allocate, and reorganize the development space of sectors, fields in harmony and appropriate between urban areas and rural areas of each region, locality; promote urban economic restructuring towards green and sustainable growth; quickly develop the digital economy, circular economy, motivational industries, and competitive services.

7. Develop the culture in harmony and on par with the socio-economic development; implement social progress and justice; continue to promote the values ​​of Vietnamese culture and people.

b) Fully, publicly, and transparently implement policies and incentives for revolutionary contributors and their relatives; speed up the payment of allowances for revolutionary contributors and provide social assistance by organizing public postal services. Continue to search and gather martyrs' remains and identify the list of martyrs' remains missing information; determine and recognize revolutionary contributors.

c) Fully, timely, and effectively implement social assistance policies for beneficiaries of social protection, especially during holidays, the Lunar New Year, and the beginning of the year 2022. Promptly provide food, housing, and essential necessities for people affected by natural disasters and epidemics; ensure not to leave out any subject or area that needs support. Develop a database of beneficiaries of social protection; digitally register and pay for social assistance policies associated with online public services. Research and propose social assistance policies for low-income people, poor people, and poor households that have no people of working age.

d) Fully and promptly complete an organize poverty reduction policies; maintain the poverty reduction rate (according to the multidimensional poverty line) for about 1-1,5 percentage/year. Increase supports for poor households, near-poor households, households that have just got out of poverty, prioritizing poor households in ethnic minority areas; focus on investing and connecting poor areas and poor core areas. Increase the efficiency of communications to mobilize the maximum resource in order to reduce poverty, arouse the will to rise up, and proactively escape from poverty.

dd) Improve the efficiency and effectiveness of state management; increase supervision, promptly handle issues that arise, expand coverage, and develop participants of social insurance, unemployment insurance, especially voluntary social insurance; increase the rate of the population participating in health insurance to 92%. Strive to reduce the number of beneficiaries of lump-sum social insurance and social insurance payment evasion or delay. Research and adjust healthcare service prices in association with the improvement of the quality of medical examination and treatment and provide appropriate support for groups of subjects. Strictly manage medicines, medical supplies and equipment in accordance with regulations of the law; ensure food safety and hygiene.

g) Urgently complete procedures, quickly and effectively implement national target plans for the period of 2021-2025. Drastically implement policies for the development of social housing and housing for workers; provide support for workers who want to buy, lease purchase, or rent houses.

h) Effectively implement legal policies, programs, and projects on children. Develop a safe, healthy, and friendly living environment for children to comprehensively develop, ensuring the ever-better realization of children's rights; focus on comprehensively developing children until they are 8 years old, especially in the first 36 months of their lives. Proactively implement solutions to prevent, control, and reduce children abuse and strictly and promptly handle violations; reduce accidents and injuries in children; reduce child labor. Promote communications and education of legal knowledge and skills for implementation of children's rights.

i) Effectively implement the program of gender-based violence prevention and response for the period of 2021-2030. Increase the participation of females as managers and leaders. Implement pilot support models; promote gender equality; prevent and reduce gender-based violence at wards, communes, and residential groups.

k) Improve the capability of the healthcare system, especially preventive healthcare and grassroots healthcare right in 2022; strive to have 9,4 doctors and 29,5 hospital beds per 10.000 people. Effectively implement the pharmaceutical industry development program. Consolidate, complete, and develop grassroots and preventive healthcare networks; establish a synchronous of epidemic control centers at all levels. Develop projects and mechanisms for the establishment of modern medical complexes on par with the region. Strongly apply information technology and science and technology to the management and medical examination and treatment. Implement solutions to minimize the disparity in service quality and health workers between levels and regions. Promote propagation, mobilization, and dissemination of knowledge about health care, food safety, and advanced and safe quality management processes; focus on small food production and trading households. Maintain a steady rate of replacement fertility; advocate every couple to have two children in order to reduce gender imbalance; focus on fully and synchronously resolving issues about scale, structure, distribution, especially population quality.

l) Well perform the role of the house owner; carefully prepare conditions for successful organizations of major holidays and important events, ensuring savings and epidemic safety. Strive for high achievements at important sporting events.

8. Effectively manage and use land and natural resources; increase environmental protection; proactively prevent and control natural disasters and adapt to climate change

a) Present the amended Land Law project to the National Assembly. Mobilize and use resources more effectively from land and natural resources; focus on reviewing and strictly handling violations; maintain the forest coverage of at least 42%. Focus on developing sectors of marine economics and offshore wind power. Sustainably manage and effectively use water resources, ensuring water security; promote international cooperation in the management and use of transboundary water resources. Develop digital resources and data on natural resources and the environment; quickly complete the information system, national land digital database, and monitoring database; operate the National Geographic Data Portal.

b) Create strong changes from awareness to actions of the entire society about the protection of the environment and restoration of ecosystems. Encourage green development plans, modern technology that is environmentally friendly, urban areas, industrial zones, and export processing zones according to the cyclic model with low waste generation. Promote private investment and attract investment to develop facilities that treat and recycle waste with appropriate technology models. Strive for the rate of collection and treatment of solid waste in urban areas that meet the standard to reach 90% and approximately 91% of industrial zones and export processing zones to have a centralized wastewater treatment system that meets the environmental standard. Develop an environmental monitoring system based on smart solutions.

c) Develop plans for the implementation of specific breakthrough solutions, strategies, programs, and projects to realize Vietnam’s commitments in the 26th conference of the United Nations on climate change (COP 26); proactively utilize financial support and technology to attract investment flows in infrastructure development to adapt to climate change; implement adaptive models, increase resistance, reduce losses due to natural disasters or climate change and emissions from greenhouses, and transfer energy development models. Improve the quality of forecasting and warning of weather and natural disasters; improve the capability and proactively implement measures to prevent, respond, and overcome the consequences of natural disasters; adapt to climate change. Continue to mobilize resources and develop specific projects in order to effectively implement Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta and the Master Plan of the Mekong Delta for the period of 2021 - 2030, with a vision towards 2050.

9. Increase the development of the Communist Party; improve the effectiveness and efficiency of state management; tighten discipline; promote the prevention and control of corruption, negativity, and wastefulness.

a) Continue to promote and improve the development and rectification of the Communist Party. Develop the Government and local governments in a pure, honest, strong, effective, and efficient manner. Strictly implement resolutions and decisions of the Central on the development and rectification of the Communist Party associated with studying and following Ho Chi Minh’s thought, morality, and style.

b) Complete the arrangement and organization of the state administrative apparatus and public service providers in accordance with regulations of the Government, especially consolidating functions, duties, and entitlements of the organizational apparatus of ministries, ministerial-level agencies, governmental agencies in a streamlined, effective, and efficient manner, creating clear changes in 2022. Continue to research the implementation of the arrangement of administrative units at district and commune levels in accordance with the Resolution of the National Assembly Standing Committee.

c) Streamline the workforce in association with the arrangement and organization of the organizational apparatus, restructuring, and improvement of the officer and official staff; determine the job position as the basis for streamlining and evaluating the duty performance results; develop and effectively implement the National Strategy to attract and utilize talents. Tighten administrative discipline, regularly inspect, urge, and create strong changes in the performance of official duties; improve morality, culture, and professionalism of officers and officials; promptly detect and strictly handle when there are violations.

d) Effectively implement the State Administrative Reform Comprehensive Program for the period of 2021-2026; reduce in reality regulations related to business activities and promote digital transformation, creating clear changes in activities of state agencies; develop Electronic Government towards Digital Government associated with arranging and streamlining presiding authorities of administrative organizations and public service providers in accordance with Resolutions No. 18 and No. 19-NQ/TW of the 6th meeting of the 12th Central Committee; develop an information technology application system to evaluate the administrative reform and measure people’s satisfaction with services of state administrative agencies for the period of 2021-2030. Develop and complete information systems serving the directive and operation of the Government and Prime Minister and providing online public services for enterprises and people.

e) Strictly comply with regulations on the reception of citizens, complaints, and denunciations; promptly and legally handle newly arising cases and continue to inspect, review, and definitively settle complaints or denunciations that involve many people; or those that are complicated or prolonged.

10. Consolidate and increase the national defense and security potential; resolutely and persistently fight to firmly protect independence, sovereignty, unity, and territorial integrity; maintain a peaceful and stable environment; ensure political security and social order and safety.

a) Monitor and firmly grasp the situation and advise the Communist Party and the State in order to promptly and effectively handle them, especially at land and sea borders. Consolidate and increase the national defense and security potential. Resolutely and persistently fight to firmly protect independence, sovereignty, unity, and territorial integrity; protect the regime and achievements of the socialist revolution in the spirit of national interests and the people come first. Proactively fight to defeat all plots and destructive activities of hostile and reactionary forces, not to be passive or surprised in any situation; prevent any opposition to be established in the country; promptly and effectively handle security and order issues at the outset and at the grassroots; prevent “hot spots” in terms of order and security. Closely and effectively combine national defense and security with the economy, culture, society, and foreign affairs. Implement projects and plans to increase national defense potential combined with socio-economic development; develop a solid defense area that meets the requirements of the duty of protecting the country in the new normal. Closely and effectively combine national defense and security with the economy, culture, society, and foreign affairs.

b) Synchronously implement solutions to ensure internal political security, ideological cultural security, economic security, cyber security, social security, worker security, and security in strategic areas. Effectively implement programs and policies and disseminate and raise awareness about prevention and control of social evils. Focus on suppressing crimes and social evils, curbing the increase in crime, and creating positive changes in social order and safety. Speed up the investigation and handling of cases under the supervision and direction of the Central Steering Committee on prevention and control of corruption and negativity. Ensure traffic order and safety; prevent and control fire, explosions; search and rescue; overcome consequences of natural disasters, disasters, epidemics, and environmental incidents.

11. Improve the efficiency of foreign affairs and proactively conduct international integration in order to contribute to the consolidation and improvement of the prestige and position of Vietnam internationally.

a) Thoroughly grasp and implement the foreign policy of the Communist Party; promote the pioneering role of foreign affairs in creating and maintaining a peaceful and stable environment; mobilize outside resources to develop and improve the prestige and position of the country.

b) Seriously implement the conclusion of the General Secretary at the National Conference of Foreign Affairs. Promote and deepen bilateral cooperation with partners, especially strategic partners, comprehensive partners, and other important partners; harmoniously handle relations with major countries to create interlaced benefit and increase reliability. Effectively implement the Directive of Secretariat on promoting and elevating multilateral foreign affairs. Continue to proactively and actively participate and promote the role of Vietnam in multilateral mechanisms, especially ASEAN, United Nations, APEC, Greater Mekong Subregion Cooperation, and regional and international cooperation frameworks in issues and mechanisms of strategic importance that are suitable with the requirement, ability, and specific conditions.

c) Well-organized high-level foreign affairs activities; promote economic and cultural diplomacy; effectively utilize international cooperation framework with strategic partners, comprehensive partners, and the Free Trade Area Agreement (FTA). Continue to promote medical diplomacy; increase economic diplomacy to practically serve the socio-economic development and recovering and promote new motivation for a sustainable growth. Improve the implementation of information work for foreign affairs, cultural diplomacy, citizen protection, and Vietnamese overseas works.

12. Promote information dissemination in order to improve the efficiency of public relations, creating social consensus.

b) Continue to improve the quality of the content of programs, duration, specialized magazine and column, news articles, reportage affirming achievements of the economic and socio-cultural development, national defense and security, foreign affairs, and international cooperation; major orientations in the Document of the 13th National Congress and results of national conferences of the Communist Party; increase information works and disseminate policies on COVID-19 prevention and control; orientate information to create positive public opinions and influence people to agree and believe in guidelines and directions of the Communist Party, policies and laws of the State; cultural and artistic activities that serve the people. Press and media agencies shall strictly comply with information discipline; fully comply with regulations and directives of competent authorities during the news reporting duration on activities of leaders of the Communist Party and State.

c) Improve the efficiency of public relations; promote the role of the Vietnam Fatherland Front and its members to create social agreement, consolidate the great national unity, and strive to fulfill the set targets and duties of socio-economic development.

III. IMPLEMENTATION

1. Ministers, directors of ministerial agencies, directors of Government’s affiliates, chairmen of the People’s Committee of provinces and centrally affiliated cities shall:

a) Strictly grasp the precept of maximizing positive aspects and achieved results in recent years; urgently, resolutely, and persistently overcome shortcomings; according to the assigned function and duty, quickly, efficiently, and comprehensively implement in reality the solution proposed in Resolutions of the Communist Party, National Assembly, and duties mentioned in this Resolution; proactively implement specific duties and solutions of their ministries, central authorities, and administrative divisions to promptly handle arising issues; take full responsibility before the Government and Prime Minister on the implementation results of their ministries, central authorities, and administrative divisions.

b) Before January 20, 2022, develop and promulgate specific action plans, strategies, and documents to implement this Resolution, in which clearly and fully determine targets, duties, implementation progress, estimated output result for each duty, and assignment of units that assume the prime responsibility for implementation; send them to the Ministry of Planning and Investment to be recapitulated and reported at the regular government meeting in January 2022.

c) Ministries and ministerial agencies shall closely monitor domestic and international developments and proactively analyze, evaluate, and forecast to promptly have solutions that are comprehensive, synchronous; take advantage of opportunities and advantages to minimize negative impacts on the economy and production and business of enterprises; increase and promote investment in digital transformation and perform statistical work in a timely and accurate manner; quarterly update the development scenario of sectors and fields under management and send them to the Ministry of Planning and Investment to be recapitulated and updated with the national general growth scenario prescribed in Appendix No. 2.

d) Regularly monitor, inspect, and supervise the progress and results of the implementation of assigned targets and duties; quarterly recapitulate and evaluate the performance of targets prescribed in Appendixes No. 1 and No. 3, duties prescribed in Appendix No. 4 and send them to the Ministry of Planning and Investment before 20th of the last month of the quarter to be recapitulated and reported to the Government.

dd) Sum up and evaluate the performance of this Resolution within the assigned functions and duties; prepare the content for the Resolution of the Government for 2023 and send it to the Ministry of Planning and Investment before November 20, 2022 to be recapitulated and reported to the Government in the government meeting in December 2022.

3. The Ministry of Information and Communications shall take charge and closely and drastically cooperate with the Central Committee’s Publicity and Education Commission, news agencies, press, ministries, central authorities, and administrative divisions in widely disseminating this Resolution ./.
