APPROVAL FOR NATIONAL PROGRAM FOR THRIFTY AND EFFICIENT USE OF ENERGY FOR THE PERIOD OF 2019 - 2030

THE PRIME MINISTER

Pursuant to the Law on Organization of Government dated June 19, 2015;

Pursuant to the Law on thrifty and efficient use of energy dated June 17, 2010;

Pursuant to the Government’s Decree No. 21/2011/ND-CP dated March 29, 2011 providing detailed regulations and measures for implementation of the Law on thrifty and efficient use of energy;

Pursuant to the Decision No. 428/QD-TTg dated March 18, 2016 of the Prime Minister giving approval for amendments to the national power development planning for the 2011 - 2020 period with a vision by 2030;

Pursuant to Decision No. 2053/QD-TTg dated October 28, 2016 of the Prime Minister promulgating the plan for implementation of Paris agreement on climate change;

HEREBY DECIDES:

Article 1. The national program for thrifty and efficient use of energy for the period of 2019 – 2030 (hereinafter referred to as “Program”) is hereby given approval and consists of the following contents:

1. Viewpoints and objectives

a) Viewpoints on formulation and implementation of the Program

- Thrifty and efficient use of energy will make important contribution to the assurance and stability of national energy security and the fulfillment of Vietnam’s commitments to the international community on mitigation of greenhouse gas emissions included in the Nationally determined contributions (NDCs) for implementation of Paris agreement on climate change;

- This Program will comprehensively support the implementation of the Law on thrifty and efficient use of energy, and demonstrate the commitments of governments at all levels, agencies from central to local government, associations, societies, enterprises, organizations, individuals and communities, on energy saving in particular, and on response to climate change and environmental protection in general;

- This Program is formulated by inheriting and promoting active outcomes and remedied shortcomings of the national target program on thrifty and efficient use of energy for the previous periods, and combining with other in-progress programs.

b) Objectives

- General objectives:

+ Form the habit of thriftily and efficiently using energy in all activities in the society; reduce the energy intensity in economic branches and sectors; regularly practice energy saving in key energy-using establishments and energy-intensive key economic sectors; aim at green growth and sustainable development.

- Specific objectives:

+ By 2025:

. Achieve energy savings ranging from 5.0 to 7.0% of total national energy consumption in the 2019 – 2025 period;

. Revise policies and regulations of law on energy savings, including: Do research on amendments to the Law on thrifty and efficient use of energy and by-law documents; revise and additionally promulgate regulations on energy consumption quotas for 10 - 15 branches/sub-branches in certain energy-intensive key economic sectors; formulate and disseminate 15 - 20 technical instructions for economic branches/sub-branches;

. Reduce energy loss to less than 6.5%;

. Reduce the average energy consumption for industrial branches/sub-branches in comparison with that in the 2015 – 2018 period by: (i) for steel industry: 3.00 – 10.00%, depending on type of products and production technology; (ii) for chemical industry: at least 7.00%; (iii) for plastic production industry: 18.00 - 22.46%; (iv) for cement industry: at least 7.50%; (vi) for textile and garment industry: at least 5.00%; (vii) for alcohol, beer and soft drink industry: 3.00 – 6.88%, depending on type of products and production scale; (viii) for paper industry: 8.00 – 15.80%, depending on type of products and production scale;

. Ensure that all key transport enterprises have programs for dissemination of vehicle control skills/technical solutions for saving energy in operation and use of motor vehicles;

. Ensure that at least 70% of industrial parks and 50% of industrial clusters can access and apply energy efficiency and saving solutions;

. Ensure the compliance with and implementation of requirements laid down in the National technical regulations for energy efficiency buildings by the buildings subject to governing scope of the regulations;

. Have at least 80 buildings certified as green buildings that use energy thriftily and efficiently;

. Formulate and implement programs on market transformation for energy efficiency for at least 05 popular products on the market;

. Provide training and issue certificates for at least 3,000 experts in energy management/energy audit;

. Ensure that at least 60% of schools have energy efficiency and saving activities or training programs;

. Have at least 90% of provinces and central-affiliated cities formulating and approving local plans/programs for thrifty and efficient use of energy;

. Maintain and develop the network of energy-saving and cleaner production units in at least 50 provinces and central-affiliated cities; develop and maintain the national energy management network;

. Establish Vietnam energy data center and at least (i) 02 national energy efficiency and saving training centers, (ii) 01 model of energy efficient city, (iii) 05 models predicting the performance of bank loans for energy efficiency and saving projects; 02 energy efficiency testing laboratories;

. Pilot the establishment of the energy efficiency and saving promotion fund with private sector involvement, financing and cooperation of domestic and foreign organizations and individuals.

. Achieve energy savings ranging from 8% to 10% of total national energy consumption in the 2019 – 2030 period;

. Reduce energy loss to less than 6.0%;

. Reduce the average energy consumption for industrial branches/sub-branches in comparison with that in the 2015 – 2018 period by: (i) for steel industry: 5.00 – 16.50%, depending on type of products and production technology; (ii) for chemical industry: at least 10.00%; (iii) for plastic production industry: 21.55 – 24.81%; (iv) for cement industry: at least 10.89%; (vi) for textile and garment industry: at least 6.80%; (vii) for alcohol, beer and soft drink industry: 4.6 – 8.44%, depending on type of products and production scale; (viii) for paper industry: 9.90 –18.48%, depending on type of products and production scale;

. Reduce the fuel consumption in transportation sector by at least 5% of total estimated fuel consumption in transportation sector by 2030; formulate regulations on amounts of fuel consumed by new two-wheeled motorcycles and cars with up to 09 seats, manufactured, assembled or imported;

. Ensure that at least 90% of industrial parks and 70% of industrial clusters can access and apply energy efficiency and saving solutions;

. Carry out energy labeling for at least 50% of building materials subject to insulation requirements;

. Have all provinces and central-affiliated cities formulating and approving local plans/programs for thrifty and efficient use of energy;

. Have at least 150 buildings certified as green buildings that use energy thriftily and efficiently;

. Provide training and issue certificates for at least 5,000 experts in energy management/energy audit;

2. Scope, regulated entities and period for implementation of the Program

a) Scope and regulated entities

- This Program will be implemented and applied nationwide;

- Regulated entities:  This Program applies to regulatory authorities, organizations and individuals involved in use and management of energy in Vietnam.

b) Period for and phasing of implementation of the Program:

The period for implementation of this Program starts in 2019 and ends in 2030, and will be divided into 2 phases, 2019 - 2025 and 2026 - 2030.

3. Primary duties of the Program:

a) Review, formulate and revise mechanisms and policies for thrifty and efficient use of energy:

- Review, amend and systemize legislative documents on thrifty and efficient use of energy; do research on formulation of technical instructions for thrifty and efficient use of energy;

- Review and amend standards/technical and economic norms for thrifty and efficient use of energy in buildings, development of green buildings and urban areas; establish assessment and certification system for energy-efficient and saving buildings; formulate standards for and promote capacity of testing laboratories for evaluation and energy labeling for building materials subject to insulation requirements;

- Do research on, formulate and promulgate mechanisms, policies and regulations for ESCO (energy service company) model;

- Review, amend and revise standards and technical regulations for thrifty and efficient use of energy;

- Establish the system for competency evaluation, accreditation and announcement of energy audit organizations;

- Review, formulate and promulgate energy consumption norms/rates for branches/sub-branches in the fields of industry, agriculture, transport, construction and service provision;

- Formulate mechanisms and policies for promoting the thrifty and efficient use of energy by small and medium-sized enterprises; mechanisms and policies for encouraging and promoting public-private collaboration in implementing energy saving and renewable energy integration solutions;

- Formulate mechanisms, policies and measures for promoting the use of new energy, and thrifty and efficient use of energy by transport means and equipment.

b) Provide technical and financial support for energy efficient and saving investment/business projects in the fields of production, manufacturing, modification and market transformation for vehicles, equipment, machinery, production lines, public lighting, and home energy saving, etc. with attaching special importance to the followings:  

- Carry out energy audit and apply advanced energy management systems to energy-using establishments;

- Apply new technologies of high energy efficiency to production and manufacturing of machinery, equipment, production lines, telecommunications, irrigation, fishing and aquaculture, etc.;

- Apply new energy and use energy in a thrifty and efficient manner; adopt solutions for promoting fuel efficiency of vehicles and equipment; change modes of passenger and goods transport;

- Assemble, modify and replace energy efficient and saving vehicles, equipment, components and machinery; integrate energy saving and renewable energy solutions into public works, buildings, industrial parks, industrial clusters, urban lighting systems, road traffic, traffic signals and industrial manufacturing facilities, etc.;

- Manufacture equipment and vehicles of high energy efficiency, and new materials employing energy saving solutions;

- Develop the system for promotion and distribution of eco-friendly and energy efficient products;

- Instruct and implement solutions for energy saving and use of high energy efficiency equipment, and solutions for application of renewable energy (solar energy, wind energy, biogas and biomass energy, etc.) in households;

- Provide technical assistance and training, and make investment in construction and upgrading of energy efficiency testing laboratories;

- Develop models for predicting the performance of bank loans for energy efficiency and saving projects;

- Evaluate and apply energy efficiency and saving solutions to industrial parks and clusters;

c) Establish Vietnam energy data center, databases and IT applications in energy and thrifty and efficient use of energy:

- Carry out energy statistics, establish the national and sectoral databases on energy and thrifty and efficient use of energy; establish the mechanism for cooperation and sharing of information on databases on energy and thrifty and efficient use of energy with other databases;

- Promote the application of smart technologies and equipment, and integrate them into management and operation of energy-using systems as well as transport management and administration;

- Develop and provide instructions for using software programs in managing and updating data on thrifty and efficient use of energy, which must be conformable with energy users and energy authorities from central to local government.

d) Improve competence in thrifty and efficient use of energy:

- Provide training for and improve competence of officials and agencies in charge of thrifty and efficient use of energy from central to local government in organizing and managing the implementation of State regulations on thrifty and efficient use of energy; provide training and drilling in professional and technical contents about thrifty and efficient use of energy;

- Provide training for and improve competence of research institutes, training institutions and consultancy units in the field of thrifty and efficient use of energy, and ESCOs;

- Update and compile training materials, technical and instructional documents serving activities performed to improve competence in thrifty and efficient use of energy for various entities;

- Review, supplement and update contents concerning thrifty and efficient use of energy into the energy training programs of training institutions throughout the education system;

- Invest in and put 02 national energy management training centers into operation;

- For energy-using establishments:

+ Develop plans for training and improvement of competence of their officials and employees in thrifty and efficient use of energy;

+ Organize seminars/conferences for instructing, exchanging and sharing experience in thrifty and efficient use of energy;

+ Cooperate, share experience, develop and implement plans for thrifty and efficient use of energy between their units.  

- For credit institutions: Provide training and improvement of competence in appraisal of lending projects in the field of thrifty and efficient use of energy.

- For socio-political organizations, social organizations and trade associations:  Provide training in and disseminate initiatives, experience and solutions for thrifty and efficient use of energy.

dd) Intensify the inspection of, expedite, instruct and assess outcomes of the implementation of regulations of law on thrifty and efficient use of energy:

- Provide instructions for inspection of, expedite and assess outcomes of, the implementation of regulations of law on thrifty and efficient use of energy for relevant entities;

- Develop instruction manual for inspection and assessment of the implementation of regulations of law on thrifty and efficient use of energy.

Disseminate information on and raise public awareness of thrifty and efficient use of energy:

- Formulate and implement communication campaigns, programs and plans on thrifty and efficient use of energy in various forms in order to raise the awareness and responsibility for energy saving of the community, enterprises and society;

- Formulate communication programs on energy saving products, including: education programs; provision of information for enterprises and community; periodical organization of contests and awards; organization of campaigns/movements for promotion of energy saving and environmental protection, and trade fairs/exhibitions for promotion of energy saving products and technologies.

g) Intensify international relations and cooperation in the field of thrifty and efficient use of energy:

- Expand international cooperation, promote and intensify exchange of policies, experience sharing and technical cooperation with other countries, international organizations and non-governmental organizations in thrifty and efficient use of energy;

- Intensify the receipt of technical assistance, technology transfer and human resource training in performing energy efficiency and saving activities;

- Search for, mobilize and implement technical assistance projects and investment support projects relating to thrifty and efficient use of energy;

- Cooperate in formulating bilateral and multilateral financial mechanisms in order to promote the implementation of energy saving solutions.

- Mobilize human resources, research equipment and financing from state budget, domestic and foreign organizations and individuals for developing the national competence in science and technology for thrifty and efficient use of energy;

- Formulate and implement key science and technology programs for developing and applying energy efficiency and saving science and technology to production.

i) Establish the energy efficiency and saving promotion fund

Do research on establishment of, propose and pilot the establishment of the energy efficiency and saving promotion fund by means of mobilizing any domestic and foreign resources for performing energy efficiency and saving activities in Vietnam.

4. Funding for implementing the Program:

a) Funding from state budget: about VND 4,400 billion, including:

- Economic career funding derived from central budget used for energy efficiency and saving activities managed and implemented by ministries/central authorities: VND 600 billion;

- Grant aid: about VND 1,600 billion, from bilateral and multilateral assistance programs, including VND 500 billion of investment development funding and VND 1,100 billion of technical assistance/career funding;

- In consideration of the Program and at the request of the Ministry of Industry and Trade, the Ministry of Finance shall annually balance funding from state budget for performing energy efficiency and saving activities (regarding funding for promotion of thrifty and efficient use of energy of ministries/central authorities); provincial People's Committees shall plan and estimate implementation funding for allocating in state budget estimates (regarding funding for performing local energy efficiency and saving activities);

- ODA loans and concessional loans granted by foreign governments, international organizations, development partners and international credit institutions: about VND 2,200 billion.

b) Funding from domestic credit, energy users and energy service providers:

- Funding for investment in energy saving from domestic credit institutions:  about VND 3,800 billion;

- Energy users and energy service providers shall use their own funding sources for fulfilling duties to thriftily and efficiently use energy.

c) Other lawful funding sources:

Funding from other lawful sources shall be used for performing energy efficiency and saving activities.

Article 2. Implementation of the Program

1. Central and local contact points:

a) Steering committee of national program for thrifty and efficient use of energy:

- The steering committee shall have its own working regulations approved and a working office located at the premises of the Ministry of Industry and Trade and established according to the decision issued by the Minister of Industry and Trade.

b) Local standing agencies:

Provincial Departments of Industry and Trade shall take charges of local standing duties of the Program and assign qualified officials to monitor the implementation of the Program in local areas.

2. Responsibility of ministries/central authorities:

a) Ministry of Industry and Trade:

The Ministry of Industry and Trade shall act as the standing agency of the steering committee and assist the steering committee in organizing and supervising the performance of duties of the Program;

The Ministry of Industry and Trade shall take charge and cooperate with relevant ministries and central authorities to annually plan, select and consolidate proposed duties of relevant ministries/central authorities, cooperate with the Ministry of Finance and the Ministry of Planning and Investment to determine and unanimously decide the list of duties and projects for implementation of the Program;

Based on annual reports and plans for implementation of the Program submitted by ministries, central authorities and local governments, the Ministry of Industry and Trade shall consolidate, carry out assessment and experience learning, and work out the plan for implementation of the Program for the following year; summarize and evaluate implementation outcomes of the Program in the 2019 - 2025 period and propose amendments to objectives and duties of the Program for the 2025 – 2030 period in order to meet the national socioeconomic development, and then submit proposed amendments to the steering committee for decision in 2025.

The Ministry of Industry and Trade shall instruct and organize the implementation of the Program’s contents under its authority. To be specific:

- Take charge and cooperate with relevant ministries/central authorities to review and amend standards, technical regulations and norms on thrifty and efficient use of energy, mechanism for financial management of the energy efficiency and saving promotion fund, and financial mechanism for promoting the development of energy service market;

- Take charge and cooperate with relevant ministries/central authorities to do research and formulate regulations on issuance of certificates of thrifty and efficient use of energy;

- Take charge and cooperate with relevant ministries/central authorities to do research and formulate regulations on certification of thrifty and efficient use of energy for energy-using establishments, including: assessment criteria, organization of assessment, inspection and certificate issuance, and certificate issuance procedures;

- Take charge of providing technical assistance and promoting investment projects, assembly, modification and manufacturing of vehicles, equipment, and technologies for fuel conversion and thrifty and efficient use of energy for manufacturers, trading establishments and households;

- Instruct local governments in formulating, approving and implementing plans for thrifty and efficient use of energy;

- Organize inspection of and expedite the implementation of regulations on thrifty and efficient use of energy;

- Organize and manage training activities, and compilation of training syllabi and instructional documents for thrifty and efficient use of energy;

- Direct the organization of communication, education and competence improvement activities in thrifty and efficient use of energy; regularly organize contests, awards and programs for trade promotion, introduction of new technologies and promotion of the development of energy efficient and saving products;

- Expand international cooperation and intensify exchange of experience, science and technology, financing, human resource training, and dissemination of information to serve the implementation of the Program; Execute international cooperation projects on thrifty and efficient use of energy for achieving the objectives of NDCs and green growth in the fields of energy, industry and trade;

- Fulfill annual and 5-year norms on thrifty and efficient use of energy for the industry and trade sector;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

b) Ministry of Construction:

The Ministry of Construction shall direct and organize the performance of the Program’s contents about thrifty and efficient use of energy under its authority. To be specific:

- Work out plans for performance of assigned contents about thrifty and efficient use of energy, prepare and submit annual report thereof to the Ministry of Industry and Trade for consolidation and reporting to the steering committee;

- Instruct, expedite and inspect the compliance with the national technical regulations on energy efficiency buildings;

- Review and amend standards/technical and economic norms for thrifty and efficient use of energy in buildings, industrial works, development of green buildings and urban areas; establish assessment and certification system for energy-efficient and saving buildings; formulate standards for and promote capacity of testing laboratories for evaluation and energy labeling for building materials subject to insulation requirements;

- Review, do research and formulate regulations on energy consumption norms for branches/sub-branches and products in construction sector in order to meet management requirements and suit socioeconomic conditions;

- Provide technical assistance and promote investment projects on construction, modification, installation and replacement of equipment in buildings and public lighting systems, and projects on investment in, modification and renovation of production lines, equipment and technologies of manufacturers in construction sector in order to use energy thriftily and efficiently;

c) Ministry of Agriculture and Rural Development:

The Ministry of Agriculture and Rural Development shall direct and organize the performance of the Program’s contents about thrifty and efficient use of energy under its authority. To be specific:

- Work out plans for thrifty and efficient use of energy in its assigned fields, prepare and submit annual report thereof to the Ministry of Industry and Trade for consolidation and reporting to the steering committee;

- Take charge and cooperate with relevant ministries/central authorities to review and revise mechanisms, policies, standards and technical regulations on energy saving in the fields of irrigation, fishing and aquaculture, and direct the implementation thereof;

- Take charge and cooperate with relevant ministries/central authorities to review, do research, formulate and promulgate energy consumption norms for irrigation, fishing and aquaculture in order to meet management requirements and suit socioeconomic conditions;

- Take charge of providing technical assistance and promoting projects on investment in, installation, modification of energy efficient and saving equipment and vehicles in agricultural sector, manufacturing and diversification of renewable energy from agricultural by-products;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

d) Ministry of Transport:

The Ministry of Transport shall direct and organize the performance of the Program’s contents about thrifty and efficient use of energy under its authority. To be specific:

- Take charge and cooperate with relevant ministries/central authorities to review and revise mechanisms, policies, standards and technical regulations on energy saving in transportation sector, and direct the implementation thereof;

- Take charge and cooperate with relevant ministries/central authorities to review, do research, formulate and promulgate energy consumption norms/rates for certain transport vehicles and equipment, lighting of the national traffic system, and traffic signals in order to meet management requirements and suit socioeconomic conditions;

- Take charge of developing and implementing solutions for promoting development and increase of market shares of public passenger transport in urban areas, transport of goods by waterway, coastal transport and rail transport in order to reduce the fuel consumption in transportation sector; promoting the application of new technologies and energy that replace fossil fuel, and fuel conversion in transportation sector;

- Take charge of providing technical assistance and promoting investment projects, assembly, modification and manufacturing of vehicles, equipment, and technologies for fuel conversion and thrifty and efficient use of energy for traffic works, equipment and vehicles;

- Carry out energy labeling for groups of means of transport manufactured, assembled and imported; formulate and disseminate vehicle control skills/technical solutions for saving energy in operation and use of motor vehicles;

- Take charge of organizing the implementation of regulations on thrifty and efficient use of energy in maritime and civil aviation according to international conventions to which Vietnam is a signatory;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

dd) Ministry of Science and Technology:

The Ministry of Science and Technology shall direct and organize the performance of the Program’s contents about thrifty and efficient use of energy under its authority. To be specific:

- Take charge and cooperate with relevant ministries/central authorities to review, amend and formulate national standards on energy efficiency for energy-using vehicles and equipment;

- Take charge and cooperate with the Ministry of Industry and Trade to formulate and implement key national science and technology programs in the field of thrifty and efficient use of energy;

- Cooperate with the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Planning and Investment, and relevant ministries/central authorities to allocate funding and organize management, implementation and application of findings from science and technology duties, and development of technologies included in the list of prioritized technologies;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

e) Ministry of Planning and Investment:

- Based on the Program’s contents and at the request of the Ministry of Industry and Trade, relevant ministries/central authorities and local governments, the Ministry of Planning and Investment shall balance and allocate annual investment development funding for implementing the Program according to the currently decentralized management of state budget;

- Take charge of review, amend and promulgate standards for thrifty and efficient use of energy in industrial park planning;

- Instruct ministries/central authorities and local governments to formulate medium-term investment funding plans for performing the Program’s contents;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

- Based on the Program’s content, demands of ministries/central authorities and review results provided by the Ministry of Industry and Trade, allocate annual funding for implementing the Program in accordance with regulations of law;

- Take charge of and cooperate with the Ministry of Planning and Investment and the Ministry of Industry and Trade in doing research, formulating and promulgating regulations on management and use of the Program’s funding in order to provide adequate funding for implementing the Program’s contents;

- Cooperate with the Ministry of Industry and Trade and relevant agencies to formulate financial management mechanism for the energy efficiency and saving promotion fund;

- Cooperate with the Ministry of Industry and Trade to formulate financial mechanism for promoting the energy service market;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

h) Ministry of Natural Resources and Environment:

- Take charge of and cooperate with the Ministry of Industry and Trade, ministries/central authorities and local governments in instructing and consolidating information on efforts to mitigate greenhouse gas emissions through thrifty and efficient use of energy in order to implement NDCs of Vietnam; instruct the implementation of national supervision and cooperate in implementing international supervision according to requirements of Paris Agreement;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

i) Ministry of Education and Training; Ministry of Labour, War Invalids and Social Affairs:

- Prepare annual report and plans for thrifty and efficient use of energy in education and training sector, and submit them to the Ministry of Industry and Trade for consolidation and reporting to the steering committee;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

k) Ministry of Information and Communications:

- Direct and cooperate with radio and television broadcasting stations from central to local government, news and press agencies to disseminate policies, laws, knowledge and information on thrifty and efficient use of energy;

- Perform other duties relating to thrifty and efficient use of energy within the ambit of its assigned functions and duties.

l) Associations and societies relating to thrifty and efficient use of energy:

- Participate in and cooperate with the Ministry of Industry and Trade and relevant agencies in training, dissemination, organization of seminars/conferences for sharing of experience in thrifty and efficient use of energy for organizations and individuals that use energy;

- Cooperate with state regulatory authorities in studying and establishing the set of indices for inspection and assessment of results of implementation of thrifty and efficient use of energy;

- Intensify the international cooperation in order to exchange experience, science and technology, financing, human resource training, and dissemination of information to serve the implementation of the Program.

Take responsibility to implement, supervise and assess the implementation of the Program’s contents under their authority, and submit periodical reports to the steering committee on the followings:

- Formulate programs, objectives and plans for implementation, allocate funding and mobilize financial resources, and organize energy efficiency and saving activities;

- Participate in or take charge of communication and dissemination of information on energy saving, power saving, and use of new and renewable energy by enterprise community and society;

- Develop plans for training and improvement of competence of their officials and employees in thrifty and efficient use of energy;

- Organize seminars/conferences for instructing, exchanging and sharing experience as well as disseminating information on thrifty and efficient use of energy within their premises;

- Vietnam Electricity shall: Disseminate information on power saving, implement annual and 5-year solutions for energy saving and reduction of energy loss during their manufacturing process, transmission and distribution of electricity, and submit implementation reports to the steering committee; pilot the implementation of ESCO projects;

- Submit annual reports to the steering committee on the implementation of the Program and the plan for implementation of the Program in the following year.

3. Provincial People’s Committees shall:

- Formulate and approve, within their competence, plans for implementation of the Program in their provinces, in which the implementation roadmap and objectives of thrifty and efficient use of energy must be specified; allocate funding for implementation of the Program, inspect and assess the quality, progress and efficiency of thrifty and efficient use of energy in their provinces;

- Organize and cooperate in disseminating information on thrifty and efficient use of energy in their provinces;

- Direct functional agencies to intensify inspection and expedite the implementation of law regulations on thrifty and efficient use of energy;

- Mobilize funding from lawful sources for implementing the Program’s contents included in provincial duties;

- Submit annual reports to the steering committee on the implementation of the Program and the plan for implementation of the Program in the following year.

4. Responsibility of energy-using organizations:

- Prepare and implement plans for thrifty and efficient use of energy for vehicles and energy consuming energy under their management according to the approved roadmap; organize inspection and assessment of thrifty and efficient use of energy; update and modify the implementation plan in the next period;

- Cooperate with relevant agencies in inspecting, reviewing and assessing impacts on energy use; do research on and propose measures for managing energy losses;

- Invest in and modify energy-using vehicles, equipment and buildings; do research on and apply energy efficiency and saving technologies; apply information technology to management and supervision of energy use in their premises;

- Formulate procedures for risk management, response and remediation; immediately allocate personnel and equipment in case incidents occur during the use of energy in their premises;

- Organize seminars/conferences for instructing, exchanging and sharing experience as well as disseminating information on thrifty and efficient use of energy within their premises;

- Cooperate and share experience in developing and implementing plans for thrifty and efficient use of energy between their units;

- Submit periodical reports on thrifty and efficient use of energy to provincial Departments of Industry and Trade.

5. Responsibility of the community:

Residential communities, households, organizations and individuals shall implement measures for thrifty and efficient use of energy; supervise, inspect, detect and notify or request competent authorities to handle violations against regulations of the law on thrifty and efficient use of energy.

Article 3. This Decision comes into force from the date on which it is signed.

Ministers, heads of ministerial agencies, heads of the Governmental agencies, Chairpersons of provincial People’s Committees and relevant organizations and individuals shall implement this Decision./.
