RESOLUTION

PROMULGATION OF ACTION PROGRAMME OF THE GOVERNMENT IN FURTHERANCE OF THE RESOLUTION NO. 29-NQ/TW DATED NOVEMBER 04, 2013 AT THE 8TH CONFERENCE OF THE 11TH CENTRAL EXECUTIVE COMMITTEE ON RADICAL CHANGES IN EDUCATION AND TRAINING TO MEET REQUIREMENTS OF INDUSTRIALIZATION AND MODERNIZATION IN A SOCIALIST-ORIENTED MARKET ECONOMY IN COURSE OF INTERNATIONAL INTEGRATION

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Resolution No. 29-NQ/TW dated November 04, 2013 of the 8th Conference of the 11th Central Executive Committee on radical changes in education and training to meet the requirements of the industrialization and modernization in a socialist-oriented market economy in the course of the international intergration

At the request of the Minister of Education and Training, Minister of Labour - Invalids and Social Affairs,

RESOLVES:

Article 1. The Action Programme of the Government implementing the Resolution No. 29-NQ/TW dated November 04, 2013 at the 8th Conference of the 11th Central Executive Committee on radical changes in education and training to meet the requirements of the industrialization and modernization in a Socialist-oriented market economy in the course of the international integration is issued together with this Resolution.

Article 2. This Resolution takes effect as of the signing date.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, presidents of People's Committees of provinces and centrally-run cities shall implement this Decree . /.

THE ACTION PROGRAMME OF THE GOVERNMENT

IN FURTHERANCE OF THE RESOLUTION NO. 29-NQ/TW DATED NOVEMBER 04, 2013 AT THE 8TH CONFERENCE OF THE 11TH CENTRAL EXECUTIVE COMMITTEE ON RADICAL CHANGES IN EDUCATION AND TRAINING TO MEET REQUIREMENTS OF INDUSTRIALIZATION AND MODERNIZATION IN A SOCIALIST-ORIENTED MARKET ECONOMY IN THE COURSE OF INTERNATIONAL INTEGRATION
(Issued together with the Resolution No. 44/NQ-CP dated June 09, 2014 of the Government)

To implement the Resolution No. 29-NQ/TW dated November 04, 2013 at the 8th Conference of the 11th Central Executive Committee on radical changes in education and training to meet the requirements of the industrialization and modernization in a Socialist-oriented market economy in the course of the international integration (hereinafter referred to as the Resolution 29), the Government has issued the Action Programme (hereinafter referred to as the Programme) including these following contents:

I. PURPOSE:

Identify key tasks and primary solutions for the Government to direct Ministries, Regulatory authorities and local authorities to make the action plan, implement, examine, monitor and evaluate the implementation of the Resolution 29 in order to make radical changes in education and training; the education of Vietnam is expected to reach a high level in the region by 2030.

II. Primary tasks and solutions

1. Propagation and provision of education in order to raise their awareness of the radical changes in education and training.

a) Ministries, regulatory authorities and local authorities, especially the education and training authorities and the press agencies must proactively provide training, carry out propagation, and explain the contents of the Resolution 29, focusing on:

- The guidelines, tasks, solutions, results and experience of the nationwide and local educational development;

- The responsibilities of all of the levels, regulatory authorities, enterprises and families participation in educational development; the constitution of sources to develop education and vocational training in the socialist-oriented market economy; the establishment of a healthy educational environment, a society whose citizens always have a desire to study.

- The praise for persons positively contributing to education and vocational training

b) The press agencies must change the contents, form and cooperating mechanism to ensure the uniformity and achieve high results in the information and media activities. The channels should broadcast education and vocational training in order to disseminate the changes in the contents, form and cooperating mechanism in education and vocational training.

2. Completion of the national education system

Complete the national education system towards flexibility and continuity between study levels, training levels, educational forms in order to meet the needs for the lifelong study and international integration.

a) Check and adjust the national educational system according to the study levels and training levels.

b) Check the implementation of the planning for the university system and vocational center system according to the career structure and training levels suiting the plan for the development of the national manpower  in order to meet the requirements of the domestic and international labor market; preferably develop some high quality schools and training majors.

c) Categorize students after secondary education and provide career guidance during compulsory education; classify universities as those specialized in research, application and practice

d) Continue to arrange the continuing education centers, centers of general technical training- vocational guidance and vocational training centers of districts.

dd) Promulgate the national educational framework conformable to regional and international educational frameworks.

3. Changes in educational programmes of various study levels and training levels

Change the educational programmes towards simplicity, modernity, and practicality; develop the ability and qualities of the learners; focus on the tradition, morality, lifestyles; enhance the foreign language and IT skills; sharpen the skills in applying the theories to reality; develop the creativity and learning autonomy.

a) Check and complete the preschool programme to ensure the physical and emotional development, knowledge, aesthetic taste of the children, the formation of primary qualities in order to prepare children for1st grade. Run programme giving instructions on caring and educating children at home, in private kindergartens.

b) Draw up and approve a new compulsory education programme according to the Resolution 29, focusing on the enhancement of the practical activities in order to strengthen the morality, healthy lifestyle and sharpen the skills of the students

c) Encourage individuals and organizations to take part in producing the textbooks (printed and electronic ones) based on the compulsory education programme which has been approved by the Ministry of Education and Training and used nationwide. Constitute a source of electronic lectures for the reference of the teachers and students in learning and teaching.

d) Check and adjust the programme of higher education and vocational training to meet the requirements for training quality and manpower of each field, province and the whole society towards development of creativity, practical skills, professional ethics, and social knowledge. Introduce a mechanism for cooperation among the schools to ensure quality, consistency of curriculums and text books of each discipline and group of disciplines. Develop countinuing education programmes to satisfy demands for learning and vocational restructuring of the society

dd) Change the education in ethics, Marxism–Leninism, Ho Chi Minh‘s Ideology, politics, national defense at all study levels and training levels; provide practical, flexible and effective education in life skills.

e) Increase the quality and result of research, application of science, technologies, education science and management science; make and implement the plan for the national research into education and vocational training; enhance the scientific research of students.

4. Changes in the form and methods for the examination and evaluation of the education and training results.

Change the form and methods for examination and evaluation of the education and training results so that the learners’ ability can be evaluated; combine the overall evaluation with the term and year evaluations according to the model of the countries having development education.

a) Change the organization of the GCSE examination, the recognition for the high school graduation and the university entrance examination; organize integrated examinations whose result can be used for recognition of the high school graduation, and admission to universities and colleges; establish independent testing centers.

b) Enhance the management of the quality of the learners graduating from the vocational schools and universities to ensure the quality of the manpower to meet the requirements of the labor market

c) Establish the mechanism for determining annual enrolment targets of vocational training centers, colleges and universities according to the needs of the labor market, training capacity and the percentage of students that are employed after graduation.

d) Carrying out nationwide and local evaluation of the education quality periodically; undergo the international education quality assessment to introduce policies and solutions to improve the education quality.

dd) Inspect the education and vocational training institutes, training programmes periodically and publish their inspection results; establish educational testing centers and national vocational skill evaluation centers.

e) Introduce training regulations in order for the learners to retain their study result to continue to attend the universities after graduating from colleges or secondary vocational schools.

5. Development of  the teaching staff and education management officials and civil servants (hereinafter referred to as educational management officials).

Make radical changes in the aims, contents, methods of training, retraining and evaluation of the study and training of the teachers and management officials to enhance the quality, responsibility, morality and capacity.

a) Manage the system and adjust the duties of the centers providing training for teachers and management officials; direct and implement the changes in the aims, contents, methods and form to improve the training quality of teachers and management officials.

b) Train and re-train the compulsory education teachers and kindergarten teachers to meet the requirements of the plan for the new programmes and textbooks. Develop and run training programmes for the teachers, lecturers and management officicals of the vocational schools and universities to meet the requirements of the changes in the education and vocational training.

c) Introduce the policies on salary to attract the high quality manpower for the education field: teachers shall receive salaries according to the administrative salary scale, allowance according to job requirements and locations, seniority benefits. Introduce a credit mechanism for support in housing and advanced training for young teachers and lecturers.

d) Develop a force of  leading experts and teachers in all education levels and appropriate training level in the course of international integration; complete the regulations on the appointment to the title of Professor and Associate Professor

dd) Encourage the talented craftsmen and artists, who have many years of practical experience and career skills to teach in the education and vocational training institutes.

e) Check and amend the regulations on teacher title system and posts; the working regulations for the teachers and management officials of the education and training establishments to suit the requirements of the radical change in education and training.

g) Introduce the polices that encourage researchers to take part in teaching and encourage the teachers to conduct scientific research. Improve the scientific research ability of the teachers, lecturers and scientific research staff of the universities and vocational schools

6. Enhancement of the private sector involvement in education and vocational training.

Enhance the private sector involvement in education and vocational training, especially in the preschool, vocational and higher education. encourage the involvement of the whole society to promote the investment in the educational facilities and support for activities of education, training and vocational institutes.

a) Adjust the mechanism for the investment and incentive in terms of land and capital to support the private education, training and vocational institutes; the mechanism for the lease of the facilities to develop the private preschool, vocational training and university education.

b) Encourage the cooperation among the education, training and vocational institutes, encourage the cooperation among the education, training, vocational institutes and individuals, reputable domestic and foreign enterprises to improve the education and training quality.

c) Ensure the equality in benefits and policies for students in public and private education institutes.

d) Introduce the policies that support the teachers in the public and private education and vocational institutes.

dd) Introduce the policies and plan for the flexible adjustment to the tuition fees according to the training quality and cost in order to develop the advantages of the education and vocational institutes.

7. Changes in management of education and vocational training

Specify the responxibilities of the governing bodies in charge of education and vocational training, the management responsibilies of the Ministries, Regulatory authorities and local authorities and the responsibilities of the Associations. Enhance the categorization and responsibilities, generate the motivations and promote the initiative and creativity of the education and vocational training institutes

a) Make and send a request to the National Assembly for the promulgation of the Law on admenment to some Articles of the Education Law. Introduce the amendments to the State Budget Law in order to ensure the sufficient budget for education quality of the preschool education, compulsory education, higher education, public vocational training institutes and the universalization of education.

b) Check, adjust the legal normative documents on the evaluation of the governing bodies, institutes and individuals involving in education and vocational training; the recruitment, treatment and appointment according to assessment of the devotion and ability of the teachers and learners; the policies that encourage the learners to take part in majors that are arduous, harmful, or unattractive but still needed by society; the inspection of education and vocational training.

c) Check and adjust the forecast and plans for the development of education and vocational training to meet the manpower requirements of the society periodically. Establish and develop the comprehensive management database for education and vocational training.

d) Complete the divisions of powers over management of education and training among Ministries, regulatory bodies, and local governments; promote autonomy and responsibility of the education and vocational training uniformly and effectively; check and adjust the mechanism in order for the local educational authorities to administer the workforce and financial sources for education.

dd) Check and add the administration tasks in the scientific research and technology in education and vocational training; combine the training with the scientific research and technology to improve the training quality and develop the products and solutions to contribute to the industrialization and modernization of the country.

e) Assign the responsibilities to the establishments employing trained employees to draw up and develop training programmes and support the practice condition.

g) Reinforce the education inspectorates; and enhance their roles, authority and responsibilities.

h) Introduce the policies that assign the responsibility to the local Communist Party authorities, local authorities and social-economic organizations to give instructions and cooperate  with the governing bodies and education and vocational training institutes to deal with negative issues.

i) Consider the uniformity of the administration for education and vocational training.

8. Tăng cường cơ sở vật chất và ứng dụng công nghệ thông tin trong giáo dục, đào tạo và dạy nghề

8. Improvement in the facilities and application of the information technology to education and vocational training.

Investment in education and training is the investment in the development and modernization of facilities, especially the information technology infrastructure, for the radical changes in education and training to take place.

a) Allocate the budget for education and training, which is a priority of the programmes and plans for the social-economic development; preferably invest in education and vocational training in the mountainous and remote areas and localities of ethnic minorities; clearly distinguish between the budget for the preschool, compulsory, vocational and higher education education and the budget for the training establishments affiliated to the political system and armed forces.

b) Provide funding for education and vocational training based on economic - technical norms and given tasks; government budget is expected to fund only the disciplines that are pivotal or not likely to be participated by the private sector.

c) Enhance the investment in the facilities of the public education and vocational training institutes, especially the information technology infrastructure, sports facilities and life skills education for students; check and add the facilities to the kindergartens and compulsory education establishments to meet the minimum requirement for the new educational programme; ensure that the training scale is not beyond the capacity of the vocational and higher education institutes in term of equipment and facilities; establish some priority Universities of Pedagogy, high quality vocational schools and priority universities.

d) Ensure sufficient land area for building school in the land planning approved by competent authorities in conformity with the planning for welfare constructions.

dd) Apply the information technology to the management, education and vocational training activities; support the application of technology in both public and private schools; develop the distance learning system and the digital learning resources.

9. Proactively seek and improve international cooperation in education and vocational training.

Expand and improve international cooperation in education and vocational training in order to exploit the sources, reasonably apply the experience of the developed education models, increase the speed of the changes in the programme and the training quality to meets the requirements of the regions and countries all over the world.

a) Check and complete the law system of education and vocational training that suit the condition of Vietnam and gradually achieve the international integration; consider and take part in international education organizations.

b) Complete the policies on the bilateral and multilateral cooperation in education and vocational training. Make the countries with the developed education strategic partners, cooperate with the inspected foreign education establishments; negotiate and reach an agreement in the recognition for the qualifications and credit transfer among the countries in the region and all over the world; expand the international student exchange programme.

c) Implement the plan and programme of the international cooperation in education and vocational training; provide the management mechanism for the achievement and use of the scholarships and sponsorships from the foreign countries.

d) Provide the mechanism and introduce the policies to encourage foreign experts and overseas Vietnamese to conduct research and teach in Vietnam and appoint the experts and lecturers of Vietnam to teach and conduct scientific research in the foreign countries; encourage the foreign organizations and individuals, international organizations, overseas Vietnamese to invest and sponsor the scientific research, application of science, technology transfer and establishment of the education and vocational training institutes in Vietnam.

dd) Check and amend the policies on the teaching on Vietnamese, spread the Vietnamese culture and traditions to the overseas Vietnamese and foreigners in Vietnam

e) Gain and creatively apply the experience of the countries having the developed education to the establishment of the programme, production of the textbooks and education management.

III. IMPLEMENTATION

1. The Ministry of Education and Training shall

a) Take charge and cooperate with Central Propaganda Department, the Central Committee of the Vietnam Fatherland Front, relevant ministries and agencies, People's Committees of provinces and centrally-run cities (hereinafter referred to as provinces) in disseminating the Resolution 29, strategies, policies on the radical changes in education and training.

b) Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs in monitoring, supervising, and inspecting the implementation of the Programme, and periodically send a report to the Prime Minister.

c) Cooperate with the Ministry of Finance, Ministry of Planning and Investment in balancing and allocating the State budget for the education and training in order to perform the tasks of the Programme.

2. The Ministry of Labor, War Invalid and Social Affairs shall:

a) Draw up the plan for the implementation of the Programme of vocational training.

b) Take charge and cooperate with the Ministry of Education and Training to monitor, supervise and check the implementation of the Programme of vocational traning and periodically send a report to the Ministry of Education and Training to notify the Prime Minister.

c) Cooperate with the Ministry of Finance, Ministry of Planning and Investment Investment in balancing and allocating the State budget for the vocational training in order to perform the tasks of the Programme.

3. Ministry of Information and Communications shall instruct the press agencies to disseminate the policies of the Communist Party and policies of the Government on the result of the radical changes in education and vocational training; cooperate with the Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs and relevant Ministries and agencies in enhancing the application of the information technology to education and vocational training.

4. The Ministry of Finance shall take charge and cooperate with the Ministry of Planning and Investment, Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs in ensuring necessary resources for performance of the tasks of the Programme.

5. The Ministry of Planning and Investment shall take charge and cooperate  with the Ministry of Finance, Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs in balancing the capital used for performing the tasks of the Programme.

6. The ministries, ministerial-level agencies, agencies affiliated to the Government within their authority shall:

a) Draw up and implementation the plan of the Ministries and Regulatory authorities; periodically evaluate the implementation and send a report to the Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs to notify the Prime Minister.

b) Estimate the cost used for the implementation of the plan of the Ministries and Regulatory authorities, include it in the State Budget estimate and send a report to the Ministry of Finance, Ministry of Planning and Investment for approval under the regulations of  the State Budget Law.

7. The People’s Committee of provinces shall:

a) Direct the propagation for the line of the Communist Party, the policies and law of the Government on the radical changes in the local education and training.

b) Provide the capital used for performing the duties of the development of the education and vocational training; check and adjust the education and vocational training system within their authority in order to suit the plan for the development of the manpower and the plan for the education and vocational training system; introduce the polices that encourage and enhance the involvement of the private sector in education and vocational training that suits the local conditions; periodically evaluate the implementation and send a report to the Ministry of Education, Ministry of Labor, War Invalids and Social Affairs to notify the Prime Minister.

8. Central Propaganda Department shall instruct the People’s Committee of provinces and districs and the press agencies to propagate and encourage the organizations and people to take part in the Programme.

9. Vietnam Fatherland Front Central Committee and the affiliated organizations shall propagate, implement and encourage the organizations and people to take part in and monitor the implementation of the Programme.

Any difficulty or obstacle that arises during the implementation of this Programme should be reported to the Prime Minister for consideration./.
