**REPORT**
**ON THE IMPLEMENTATION OF THE NATIONAL ASSEMBLY'S RESOLUTION ON THE 2021-2025 SOCIO-ECONOMIC DEVELOPMENT PLAN AND THE 2024 SOCIO-ECONOMIC DEVELOPMENT PLAN**
**(Draft for discussion at the 7th Session of the 15th National Assembly)**
**I. CONTEXT AND OVERVIEW**
**1. Context**
In 2023 and the first months of 2024, the global and domestic situation continued to face many difficulties and challenges, especially the increasing complexity and unpredictability of the world situation, the slow recovery of major economies, and the tightening of monetary policies in many countries. Domestically, the economy faced difficulties due to the impact of the global situation, natural disasters, epidemics, and climate change.
**2. Overview of the implementation of the 2021-2025 Socio-Economic Development Plan**
Over the past three and a half years (2021-2024), the implementation of the 2021-2025 Socio-Economic Development Plan has achieved important results, contributing to maintaining macroeconomic stability, controlling inflation, ensuring major balances, and promoting economic growth. The average GDP growth rate for the 2021-2023 period reached 5.37%, lower than the target of 6.5-7.0% set by the Resolution.
**II. IMPLEMENTATION OF THE 2024 SOCIO-ECONOMIC DEVELOPMENT PLAN**
**1. Key results in the first months of 2024**
In the first months of 2024, the Government, the Prime Minister, and all levels and sectors have focused on implementing the tasks and solutions set out in the Resolution of the National Assembly and the Government, achieving positive results in many fields:
* **Economic growth:** GDP growth in the first quarter of 2024 reached 5.66%, higher than the same period in 2023 (3.41%) and 2022 (5.05%).
* **Macroeconomic stability and inflation control:** Inflation was controlled, the average CPI in the first four months of 2024 increased by 3.93% compared to the same period last year.
* **Public investment disbursement:** Public investment disbursement continued to be promoted, reaching 17.48% of the plan in the first four months of 2024, higher than the same period last year (15.65%).
* **Social security and welfare:** Social security and welfare were ensured, the lives of the people were improved.
**2. Remaining difficulties and challenges**
* Economic recovery remains slow, especially in industrial production and exports.
* The real estate market and corporate bond market still face difficulties.
* The disbursement of public investment capital, although improved, remains slow in some ministries, sectors, and localities.
**III. FORECAST AND SOLUTIONS FOR THE REMAINING PERIOD OF 2024 AND 2025**
**1. Forecast**
It is forecasted that the global and domestic situation will continue to face many difficulties and challenges in the remaining period of 2024 and 2025.
**2. Solutions**
The Government proposes key tasks and solutions for the remaining period of 2024 and 2025, focusing on:
* Continuing to prioritize maintaining macroeconomic stability, controlling inflation, and ensuring major balances.
* Promoting economic growth, focusing on key growth drivers: investment, consumption, and exports.
* Accelerating the disbursement of public investment capital, especially for key national projects.
* Improving the business investment environment, supporting businesses to overcome difficulties and promote production and business.
* Strengthening social security and welfare, ensuring the lives of the people.
**IV. PROPOSALS TO THE NATIONAL ASSEMBLY**
The Government proposes that the National Assembly consider and approve:
1. The Report on the implementation of the 2021-2025 Socio-Economic Development Plan and the 2024 Socio-Economic Development Plan.
2. The key tasks and solutions for the remaining period of 2024 and 2025.
