Implementing the Prime Minister’s directions concerning economic development in connection with COVID-19 prevention and control, and to enable foreigners working and living in Vietnam and Vietnamese citizens who wish to obtain the certificate of negative SARS-CoV-2 testing to exit Vietnam for work and study, the Ministry of Health (standing body of the National Steering Committee for COVID-19 Prevention and Control) would like to request you to perform the following tasks:

1. For foreigners living and working in Vietnam and Vietnamese citizens who wish to exit Vietnam and apply for the certificate of negative SARS-CoV-2 testing, diplomatic missions or United Nations entities in Vietnam or bodies sending Vietnamese workers/students abroad shall draw up and send list of applicants for such certificate to the standing body of the National Steering Committee for COVID-19 Prevention and Control (Ministry of Health) or standing bodies of provincial steering committees for COVID-19 prevention and control (Departments of Health) for consideration and guidance on testing.

2. Testing facilities shall conduct COVID-19 tests and grant the certificate of negative SARS-CoV-2 testing to applicants; if an applicant tests positive for the virus, immediately isolate and monitor the applicant and report to competent authorities to implement mandatory measures against COVID-19.
