DECREE

DETERMINING THE MILITARY SIGNALS, INSIGNIAS, FULL-DRESS UNIFORM, MILITARY FLAG, SECURITY CHECK BADGES, DUTY PLATES, PENNANTS AND IDENTITY CARDS OF THE BORDER GUARDS

THE GOVERNMENT

Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Law on Officers of the Vietnam Peoples Army of December 30, 1981 and the Law on Amendments and Supplements to a Number of Articles of the Law on Officers of the Vietnam Peoples Army of December 21, 1990;
Pursuant to the Ordinance on Border Guards of March 28, 1997;
At the proposal of the Minister of Defense,

DECREES:

Article 1.- The military signals, insignias and badges of the Border Guards shall comply with Decree No.74-HDBT of April 26, 1982 of the Council of Ministers (now the Government) providing for "the military signals, insignias, badges and full-dress uniforms of the Vietnam Peoples Army" and Decree No.78-HDBT of March 27, 1991 on "amendments and supplements to Decree No.74-HDBT of April 26, 1982" of the Council of Ministers, Decree No.61-CP of October 21, 1996 of the Government on "amending and supplementing the provisions on insignias, badges and ranks of the professional military personnel". As for the Border Guards, the following amendments shall apply:

- The color of the background of insignias of officers, non-commissioned officers and soldiers shall be light green.

- The color of the rims of insignias of officers, non-commissioned officers and soldiers shall be bright red.

Article 2.- The full-dress uniform of the Border Force officers is the same as that of the infantry officers as already provided for in Decree No.94-CP of November 30, 1993 of the Government "amending and supplementing Decree No.74-HDBT of April 26, 1982 of the Council of Ministers (now the Government) on military signals, insignias and full-dress uniform of the Vietnam Peoples Army".

The only difference is: The color of the caps sides is green.

Article 3.- The military flag of the Border Guards is the military flag of the Vietnam Peoples Army. The military flag of each rank of the Border Guards shall be determined by the Minister of Defense.

Article 4.- The Security check badges, duty plates and pennants.

1. The security check badges, worn on the border guards left arm in red background, yellow rims and yellow letters, include two following types:

a/ The border security check badge with the inscription of border security check in Vietnamese: "KS BIEN PHONG" on the upper line and in English:" BORDER SECURITY CHECK" right below, which shall be used by the border guards on border, sea and island patrols.

b/ The immigration check badge with the immigration check inscription in Vietnamese: "KIEM SOAT XNC" on the upper line and in English:" IMMIGRATION" below, which shall be used by the border guards when they are on duty.

2. The duty plate, worn on the flap of the upper left shirt pocket, shall have a light green background and black letters, with the inscription: "BO DOI BIEN PHONG VIET NAM" (Vietnams Border Guards) on top and the plate holders photo on the left, the holders name and number must be clearly written on the right, and the name of the border check-point below; the plates shall be used by the border guards when they are on duty.

3. Pennants shall include the patrol pennant and urgency pennant.

b/ The urgency pennant is green, in isosceles triangle shape with yellow fringes at the two sides, the symbol of the military signal and the yellow arrow in the middle, mounted on front of the vehicle being on urgent duty.

Article 5.- The identity cards of the Border Guards shall be the same as those of the military personnel in the Vietnam Peoples Army.

Article 6.- This Decree takes effect from July 1st, 1997. The Ministry of Defense shall be responsible for the implementation of this Decree.
