APPROVING THE PROJECT ON "CONSERVATION, REHABILITATION AND USE OF FORESTS IN VIETNAM’S MOUNTAINOUS REGIONS", FINANCED AS NON-REFUNDABLE AID BY THE UNITED KINGDOM’S DARWIN INNOVATION FUND

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Government’s Decree No. 73/CP of November 1, 1995 stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government’s Decree No. 17/2001/ND-CP of May 4, 2001 promulgating the Regulation on the Management and Use of Official Development Assistance (ODA) sources;
Pursuant to the Prime Minister’s Decision No. 64/2001/QD-TTg of April 26, 2001 promulgating the Regulation on the Management and Use of Foreign Non-Governmental Aids;
At the proposal of the Central Forestry Varieties Company in Official Dispatch No. 216/KT of May 28, 2001 proposing the coordinated implementation of the project on "Conservation, rehabilitation and use of forests in Vietnam’s mountainous regions";
At the proposal of the Director of the Department for International Cooperation,

DECIDES:

Article 1.- To approve the contents of the project on "Conservation, rehabilitation and use of forests in Vietnam’s mountainous regions", financed as non-refundable aid by the United Kingdom’s Darwin Innovation Fund, with its principal information as follows:

1. The project’s name: Conservation, rehabilitation and use of forests in Vietnam’s mountainous regions.

2. Donor: Darwin Innovation Fund, the United Kingdom.

4. The agency managing and coordinating the implementation of the project: The Central Forestry Varieties Company.

5. The project’s specific objectives: To raise capability of the forestry varieties branch’s officials for the conservation of coniferous plants of various species and study for development of symbiotic mushrooms of different species of a number of coniferous plants, which shall serve as basis for raising such species’ growing and developing capability.

6. The project’s locations: At the units under the Central Forestry Varieties Company, including the forestry varieties enterprises in the Northeastern region, the northern Central Vietnam and the Central Highlands (there are not any locations in national gardens, conservation zones or special-use zones).

7. The project’s duration: 03 years (from July 2001 till July 2004).

8. The project’s total funding: GBP 161,898 (equivalent to VND 3,335 million).

Article 2.- To assign the Central Forestry Varieties Company to manage and coordinate with Edinburgh Royal Botanical Garden (Scotland, the United Kingdom) and other relevant units in organizing the effective implementation of the project according to the contents prescribed in Article 1 of this Decision, ensuring the observance of the State’s and the Ministry’s current regulations on the management and use of ODA capital sources.

Article 3.- This Decision takes effect after its signing.

Article 4.- The Directors of the Office, the Department for Organization and Personnel, the Department for International Cooperation, Department of Plans and Planning, the Finance-Accounting Department, the Central Forestry Varieties Company, and the heads of the concerned departments and institutes of the Ministry shall have to implement this Decision.
