THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the December 28, 2000 Ordinance on Hanoi Capital;
At the proposals of the president of the Hanoi municipal People’s Committee in Report No. 96/TTr-UB of October 29, 2001 and the Minister of Planning and Investment in Official Dispatch No. 2325/BKH-VPTD of April 15, 2002,
DECIDES:
Hanoi Capital is a national political and administrative center and a big cultural, scientific, educational, economic and international exchange center of the whole country. To celebrate its 1,000th anniversary, in the next ten years the city must ensure stable and firm political security, social safety and order, comprehensive, rapid and efficient economic, scientific, technological, cultural and social development, and a sustainable environment. To build the important material, technical and social infrastructures of a socialist, prosperous, beautiful, civilized, elegant, synchronous and modern Capital; to conserve and promote the quintessence of the traditional culture of a city boasting of one thousand-year civilization; to concentrate efforts on purifying the social and cultural environment; to check and drive back negative phenomena and social evils; to raise the material and spiritual life of the people; to take the lead in integrating into the international economy, prepare prerequisites for the knowledge-based economy, and become a center more and more prestigious in the region, deserving the title of "Heroic Capital."

- Developing the Capital is a key point in the strategy on building and defending the socialist Fatherland in the period of accelerated industrialization and modernization; to actively integrate in the international economy is the responsibility as well as obligation of the entire Party, the entire people and the entire army. It is necessary to bring into full play the combined strengths of the central Government, Hanoi, the whole country, all economic sectors and of international cooperation in the process of developing the Capital; to exploit internal resources is a decisive factor while external resources are important.
- The Capital’s socio-economic development strategy must be formulated and implemented in an organic relationship with the socio-economic development of the whole country, with the formulation and implementation of the regional and inter-regional socio-economic development strategies, using the Capital’s strengths as a driving force to promote the regional development, forming close coordination and cooperation under a uniform and national-scale mechanism.
- In the direction work, to thoroughly grasp this guideline: Socio-economic development is a central task, Party building is a key task, and urban management is a regular important task. In the implementation organization work, it is necessary to ensure the harmonious combination of the political, economic, cultural, social, security and defense fields; development of production forces is closely associated with the building and strengthening of production relations and combined with the settlement of urgent questions and the persistent realization of the basic and long-term objectives. To determine correctly the important points of breakthrough stages, apply synchronous, effective, short-cut measures to speed up the Capital’s growth rate.
3.1. Economically:
- To bring the ratio of Hanoi’s GDP in the whole country’s GDP from 7.3% in 2000 to around 8.2% by 2005 and 9.8% by 2010.
- To strive to achieve the annual average GDP growth rate of around 10-11% in the 2001-2010 period.
- By 2005 the average GDP per capita shall increase by 1.4 times over 2000, and by 2010 it shall increase by 1.5 times over 2005.
- Economic structure:

+ In the 2006-2010: Along the direction of service-industry-agriculture (by 2010, industry and construction shall account for 42%, services 56%, and agriculture 2%, of the whole city�s GDP).
+ The value of industrial production shall increase at the annual rate of 14.5%; agriculture, 3.0%; and services, 8.6%;
- The average export value growth rate shall be around 16-18% per year in the 2001-2010 period.
3.2. Regarding population and human resources:
By 2010, Hanoi’s population shall reach about 3.3 million, with trained laborers making up for 60-65%. By 2005, the contingent of municipal- and district-level public servants shall be standardized; by 2010, the contingent of commune- and ward-level public servants shall be standardized. The urban un-employment rate shall be reduced to 5.5-6% and the number of laborers coming from other localities shall be strictly managed.
3.3. Regarding culture, social issues, education, health, physical training and sports:
To develop the Capital’s education and training into a human resource training center to foster talents for the country; 70% of adolescents in the eligible age groups shall finish secondary education (including senior secondary education, specialized secondary education and vocational secondary education) by 2005, and secondary education shall be universalized by 2010. To build an advanced culture imbued with national identity, make Hanoians "civilized, elegant and modern." To conserve and promote tangible and intangible cultural values. To develop the medicine and healthcare cause, improving the people�s physical constitution. To build an advanced sport and physical training service with a contingent of sport athletes reaching a high level in the region, and the world level in a number of games. To step up the mass sport and physical training movements. To implement effectively the policy on socializing education, culture, health, physical training and sports.
3.4. Regarding people’s life:
To continuously raise the people’s life in all aspects. To increase the life expectancy and average height of Hanoians. To increase the food ratio and nutritious quality, raising the average daily nutrition level per Hanoian to 2,500 Kcal. To ensure 100% of households have access to and benefit from cultural and art performances. To strive for 100% of households to have access to clean water for domestic use and healthcare; to reduce the rate of poor households (according to new standards) to around 1% and the child malnutrition rate to below 10%.

To build a green, clean, beautiful and civilized environment for Hanoi, reaching the average advanced level in the region. To expeditiously elaborate, and organize the effective implementation of, a general scheme on protecting the city’s environment, contributing to raising the quality of the people’s life.
3.6. Regarding political security, social order and safety:
To ensure stable and firm political security, , social order and safety under any circumstances. To create a marked change in the social order and safety management and urban lifestyle, prevent and combat criminal offenses and social evils of all sorts.
4. Major tasks in developing various branches and domains and building Hanoi Capital
4.1. To develop and modernize key services like trade, export and import, tourism, finance, banking, insurance, information and telecommunications, science, technology and other services catering for production and business as well as other diversified activities of the Capital, the key northern economic region and the whole country.
To build Hanoi into a top trade, tourism, finance and banking hub of North Vietnam, the whole country and Southeast Asia.
4.2. To build Hanoi into a big industrial center
To prioritize the development of industries using high technologies, attach importance to industries turning out high-grade products, key industries such as electricity-electronics-information technologies; mechanics and metalware; textiles-garments-leather footwear; food processing, new materials; and labor-intensive industries. To invest in modern technologies and advanced equipment in order to raise the quality and competitiveness of industrial products to meet domestic consumption and export demands. To develop industrial parks and industrial clusters, including small- and medium-sized industrial parks, traditional craft villages in line with the city expansion plan and the whole region’s planning; to establish relations of division and cooperation with neighboring provinces and cities within a unified entity. To step by step relocate polluting establishments into industrial parks, ensuring a sustainable environment.
4.3. To develop agriculture and rural areas along the direction of restructuring and production of high-grade urban agricultural products, ecological balance, and development of craft villages, formation of zones specializing in cultivating and producing specialty farm goods such as clean vegetables, flowers, bonsai, fruit trees and husbandry in association with processing industries and product diversification with a view to attaining the objectives of making quality and clean products, efficiency, and a sustainable environment. To develop agriculture in parallel with building new rural suburbs, thus creating a clean environment for Hanoi.

4.5. To develop key infrastructures, to make investment one step in advance to satisfy the Capital’s and the whole country’s socio-economic development requirements in a timely manner.
- There should be effective measures to improve, upgrade and modernize synchronously infrastructures in order to rapidly overcome the existing problems of over-loadedness and inadequacies; to ensure development according to long-term plannings on par with the level of civilized and advanced cities in the region and the world.
- To invest in expanding, upgrading, improving the center-bound roads and opening new ones linking with the national highways starting from Hanoi Capital, to develop comprehensively I, II, and III belt roads, and plan the construction of IV belt toad; to build completely and deal with definitely inner traffic junctures and city gates, to build completely the static traffic system, renovate Long Bien bridge, build two new bridges spanning the Red river. To upgrade and supplement the urban and rural traffic system, to concentrate investment on developing the mass transit mainly with buses and trams; to systematically settle traffic means which cause congestions and environmental pollution, ensuring convenient traffic within Hanoi, between Hanoi and northern provinces and the whole country, and trans-Asia communications.
- To build more 500 kV, 200 kV and 11 kV transmission stations, lay underground the medium voltage electricity network; gradually abolish the 35 kV, 10 kV and 6 kV voltage levels, retain only one level of 22 kV/0.4 kV. To build a municipal power grid moderation center and a black-out alarming switchboard.
- To invest in developing a modern telecommunication network of international standard, using modern technologies and increasing the capacity of the existing switchboards. To renovate and build the system of culverts and tanks, to replace the existing downtown transmission networks with copper and optic fiber cables; to invest in mechanization and automation of the postal network.
- To maintain, repair, renovate, upgrade and expand the existing water plants, perfect the water supply network, To build water plant of Bac Thang Long and a surface water-using plant, 60 rural water supply stations; to expand the water supply to cover the entire city; to invest in renovating and installing a new water pipe network, a distribution network and a network of conduits for carrying clean and hygienic water to households. To reduce the rate of clean water loss and charge under-collection to below 30%, to reach the water supply norm of 170 liters/person/day by 2010.
- By 2005 to fundamentally put an end to water-logging. To attach importance to dredging rivers and canals for water drainage, storage basins and pumping stations for water drainage; to renovate and build water drainage and waste water treatment projects largely in the city�s areas where such facilities are still inadequate; to effectively coordinate with neighboring provinces in treating the city’s waste water.
- To strive to achieve the norm of 8m2 of dwelling house per person by 2010. To basically eliminate cases where dwellers have less than 3m2 each; to gradually reduce the number of damaged and dangerous dwelling houses in the inner city and the outskirts. To materialize social equity, ensure opportunities for people of all strata to build lodging places and enjoy the right to housing, attaching importance to social policy beneficiaries and low-income earners.
- To strive to attain an average of 5,0-5.5 m2 and 7.0-7.5 m2 of green trees/person by 2005 and 2010 respectively.

4.7. To strengthen defense and security, ensuring firm political stability, social order and safety in the Capital under any circumstances; to effectively serve the Party’s and State’s activities and external relation activities. To combine closely social order and safety, defense and security protection strategies and programs with socio-economic development ones.
5. Urban and rural development:
- The Hanoi city’s development plan shall be commensurate with its role and position as the Capital of the Socialist Republic of Vietnam.
- To develop Hanoi to the north and northwest, west and southwest. In the long term, Hanoi shall develop mostly to the west and southwest (Mieu Mon-Xuan Mai-Hoa Lac-Son Tay of Ha Tay province); partly to the north of the city: Soc Son urban cluster (Hanoi city), Xuan Hoa-Dai Lai-Phuc Yen (Vinh Phuc province) and other urban centers with a view to exploiting geographical advantages, natural, traffic and infrastructural conditions of satellite urban centers. For the immediate future, the Hanoi city’s downtown shall develop to the northwest, the southwest and the north, with priority given to investment in developing the areas lying to the north of the Red river, studying ways to curb the Red river, finalizing a scheme on planning and exploiting its banks, and organizing the implementation thereof.
- To closely manage the process of urbanization, investment and construction. To combine renovating and face-lifting old urban quarters with expanding new ones strictly according to the planning and ensuring the criteria for urban technical planning, architecture, public utilities and other criteria for modern and civilized cities.
- To develop rural areas along the direction of associating urbanization with building the new countryside, intensifying investment in technical infrastructures commensurate with the new rural suburbs of Hanoi. To step by step restructure the economy and labor along the direction of raising the ratios of services and industries, narrowing the gap between inner and suburban areas.
- To closely manage inner and suburban land, use the land fund efficiently and according to the planning. For the immediate future, it is necessary to focus on directing the elaboration of detailed land use plans, and publicize them widely among the people; to enhance the management of land planning and use according to current regulations.
Article 2.- The Hanoi municipal People’s Committee shall have the following tasks:
1. To study and concretize the implementation of the Political Bureau’s Resolution No. 15-NQ/TW of December 15, 2000 and the Hanoi Capital Ordinance approved on December 28, 2000 by the Xth National Assembly’s Standing Committee.

3. To carry out organizational and managerial renewal and administrative reform, creating an environment favorable for domestic and foreign investment, to use and promote strongly human and material resources of the country.
4. To direct the concentrated and prioritized investment so as to rapidly bring about practical effects, to prioritize the investment in building technical and social infrastructures, creating a driving force for developing the Capital’s branches and domains.
5. To raise the effectiveness of the operation of the managerial apparatus at all levels while renewing the arrangement of key personnel, elaboraating and perfecting the policies and laws, concretizing the decentralization, promoting the responsibility of individuals and organizing the managerial apparatus.
6. On the basis of the Government’s decision approving the Overall Planning to concretize the objectives and deploy the implementation thereof into socio-economic development programs, environmental protection, investment projects; to work out long-term, medium- and short-term plans for effective and scientific management and administration. In the course of implementing the Planning to regularly update information on the situation so as to make prompt adjustments when necessary.
The ministries, the ministerial-level agencies, the agencies attached to the Government, provinces and centrally-run cities shall, according to their functions and tasks, have the responsibility to take initiative in coordinating with Hanoi Capital in implementing the Political Bureau’s Resolution No. 15 and the Hanoi Capital Ordinance; to issue regulations on investment preferences and incentives; to direct the elaboration and implementation of specific mechanisms and policies; to concretize the already approved branch plannings into investment programs and projects in their respective localities according to the planning so as to attain the set objectives.
Article 4.- This Regulation takes effect 15 days after its signing.
The president of the Hanoi municipal People’s Committee, the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
