DECISION

APPROVING SCHEME FOR RENOVATION OF SINGLE-WINDOW SYSTEM AND INTER-AGENCY SINGLE-WINDOW SYSTEM FOR HANDLING ADMINISTRATIVE PROCEDURES

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Government’s Decree No. 150/2016/ND-CP dated November 11, 2016 defining functions, tasks, powers and organizational structure of the Office of the Government;

Pursuant to the Government’s Decree No. 63/2010/ND-CP dated June 08, 2010 on control of administrative procedures; the Government’s Decree No. 92/2017/ND-CP dated August 07, 2017 providing amendments to Decrees on control of administrative procedures;

Pursuant to the Government’s Decree No. 61/2018/ND-CP dated April 23, 2018 prescribing implementation of single-window system and inter-agency single-window system for handling administrative procedures;

Pursuant to the Government’s Decree No. 45/2020/ND-CP dated April 08, 2020 prescribing administrative procedures followed on electronic environment;

At the request of the Minister, Chairman of the Office of the Government;

HEREBY DECIDES:

Article 1. The Scheme for renovation of single-window system and inter-agency single-window system for handling administrative procedures (hereinafter referred to as “Scheme”) is hereby given approval with the following primary contents:

I. VIEWPOINTS

1. People and enterprises shall be treated as the center of service; the level of satisfaction of people and enterprises shall be the gauge of service quality and working performance of officials, public employees and competent authorities in handling administrative procedures through the single-window system and inter-agency single-window system, and satisfy administrative reform objectives and requirements, especially reduction and simplification of administrative procedures by means of information technology (IT) application.

2. Promote digital transformation in managing and providing public services, change from traditional administrative management methods into the modern ones, make contribution to the establishment of digital people and digital enterprises, and promote development of digital economy and digital society.

3. Ensure feasibility and efficiency; materialize policies for promoting transfer of certain public administrative tasks and services which are not necessarily performed by regulatory authorities to enterprises and social organizations.

II. OBJECTIVES

2. Specific objectives

a) In 2021

- Revise and complete legislative documents prescribing the adoption of single-window system and inter-agency single-window system for handling administrative procedures.

- Complete connections and sharing of data from the National Population Database and the National Enterprise Registration Database to the National Public Service Portal, and ministerial-level and provincial-level electronic single-window information systems to verify, identify, reduce and simplify documentary procedures for people and enterprises when following administrative procedures at One-stop Shops at all levels.

- Complete the digitalization of at least 40%, 30%, 20% and 15% of effective results of handling of administrative procedures respectively given by central-, provincial-, district- and commune-level authorities to ensure the connection and data sharing during the handling of administrative procedures online.

- Carry out digitalization of documents and results of handling of administrative procedures at all public administrative service centers.

b) In 2022

- Complete the digitalization of all effective results of handling of administrative procedures given by central-authorities, and ensure the digitalization of effective results of handling of administrative procedures given by provincial-, district- and commune-level authorities increased by at least 20% to ensure the connection and data sharing during the handling of administrative procedures online.

- Complete connection and sharing of data from the National Social Insurance Database and the National Land Database to the National Public Service Portal and ministerial- and provincial-level information systems for handling administrative procedures to serve the handling of administrative procedures at One-stop Shops at all levels.

- Consolidate the ministerial- or provincial-level public service portal and the ministerial- or provincial-level electronic single-window system into an information system for handling of administrative procedures which is consistent and connected between regulatory authorities from central to local government.

- When following administrative procedures, at least 30% of people and enterprises must not provide the information and documents which had been previously accepted when they followed administrative procedures and are under the management of competent authorities or those shared by other regulatory authorities and meeting requirements.

- Reduce waiting times of people and enterprises at One-stop Shops to an average waiting time of not exceeding 30 minutes/transaction.

c) In 2023 - 2025 period

- Complete connections and sharing of data from other national databases and specialized databases to the National Public Service Portal, and ministerial- and provincial-level electronic single-window information systems to serve the reduction and simplification of documentary procedures for people and enterprises when following administrative procedures at One-stop Shops at all levels.

- Increase the percentage of digitalization, digital signing and electronic retention of documents and results of handling of administrative procedures at each administrative level by 20% per annum until achieving the percentage of 100% so as to ensure the connection and sharing of data during handling of administrative procedures online.

- Increase the digitalization of documents and results of handling of administrative procedures at district- and commune-level One-stop Shops by at least 30% per annum until achieving the percentage of 100%, except remote and isolated areas, and disadvantaged areas.

- When following administrative procedures, at least 80% of people and enterprises must not provide the information and documents which had been previously accepted when they followed administrative procedures and are under the management of competent authorities or those shared by other regulatory authorities.

- Achieve the percentage of people using online public services and following administrative procedures on the electronic environment of at least 50% of total applications received; at least 80% of dossiers on administrative procedures transferred between authorities competent to handle administrative procedures, or to other relevant authorities on the electronic environment; and 100% of successfully handled administrative documents digitalized, stored and valid for following use.

- Digitalize the supervision and assessment of results of receipt and handling of administrative procedures as the basis for public, transparent and effective assessment of working performance of regulatory authorities and their officials.

- Achieve the level of satisfaction of organizations and individuals with quality of public services provided of at least 95% in 2025.

III. CONTENTS OF RENOVATION OF SINGLE-WINDOW SYSTEM AND INTER-AGENCY SINGLE-WINDOW SYSTEM IN HANDLING OF ADMINISTRATIVE PROCEDURES

1. Associate the digitalization of documents and results of handling of administrative procedures with the receipt and handling of administrative procedures at One-stop Shops as the basis for establishment of live, clean, adequate and accurate data.

a) Classification of applications and documents to be digitalized

Digitalization of applications and documents in the process of receiving, handling and returning results of handling of administrative procedures shall be carried out according to the following classification rules:

- Applications and documents digitalized in accordance with Decree No. 45/2020/ND-CP include: (1) Documents included in the applications submitted by the organizations or individuals which are results of previously handled administrative procedures; (2) Application processing results given by authorities and units engaged in the receipt and handling of administrative procedures; (3) Administrative procedure handling results.

- Applications and documents other than those specified in the aforesaid 3 cases shall be digitalized depending on demands, including:

+ Demands of organizations and individuals at their request. In this case, requesters shall pay digitalization fees in accordance with regulations of law on creation and conversion of electronic information, and digitalization of information on the Internet network to serve recurrent activities of state budget-funded authorities and units.

b) Procedures of digitalization in receiving and handling administrative procedures

In addition to the tasks and responsibilities to receive and handle administrative procedures prescribed in Decree No. 61/2018/ND-CP, officials, public employees and workers shall, during the receipt and handling of administrative procedures, perform the following digitalization tasks:

- Receive administrative documents:

+ Check the digital identity of organizations and individuals. In case of unavailability of digital identity, officials, public employees and workers working at One-stop Shops shall grant digital identity to organizations and individuals according to instructions for grant of accounts on the National Public Service Portal.

 Based on administrative procedures on ministerial- and provincial-level public service portals and electronic single-window information systems which have been integrated into the National Administrative Procedure Database, officials, public employees and workers working at One-stop Shops shall check required documents available on organizations or individuals’ electronic data stores on the National Pubic Service Portal, ministerial- and provincial-level public service portals and electronic single-window information systems, and other national databases, specialized databases and information systems which have been connected. If documents are not yet stored electronically, officials, public employees and workers working at One-stop Shops shall take the following actions:

 (1) With regard to the documents which must be digitalized according to Decree No. 45/2020/ND-CP and at request of regulatory authorities, organizations or individuals: photocopy and convert such documents into files on the information systems and databases as prescribed in Article 25 of Decree No. 45/2020/ND-CP provided that digitalized documents must have adequate, complete and accurate contents as physical documents.

 (2) The documents which must not be digitalized shall be received in accordance with the provisions of Decree No. 61/2018/ND-CP.

+ Code of a digitalized document is comprised of 2 elements: <identification code of the organization or individual>.<code of document type>.

- Transfer administrative documents to competent handling authorities: Digitalized documents shall be transferred electronically and must bear digital signatures. One-stop Shops shall only transfer physical documents which are not yet digitalized.

+ Check information on files received from the One-stop Shop and convert the documents which must be digitalized as prescribed in Decree No. 45/2020/ND-CP into electronic data for storage on the information system and/or database; digitally sign the electronic documents which have been digitalized as requested.

+ During the handling of administrative documents, if verifications and/ or opinions from relevant authorities are required, verification results and/or opinions given by relevant authorities must be digitalized for storage on the information system and/or database.

+ Administrative procedure handling results shall be digitalized and submitted to competent authorities for digitally signing as prescribed.

+ When administrative procedure handling results are available, the applications and documents digitalized during receipt and handling of administrative procedures shall have the same validity as physical ones and may be re-used in the following handling of administrative procedures for organizations or individuals.

Applications and documents stored electronically after completing the handling of administrative procedures shall have the same validity as physical ones and may be re-used in following/handling administrative procedures.

- >Results of handling of administrative procedures shall be returned in accordance with Decree No. 45/2020/ND-CP.

c) Electronic retention of administrative documents

- The electronic retention period of documents concerning administrative procedures shall comply with provisions of the Law on archives and specialized laws.

- The applications/documents which have been digitalized but are not the data of national databases, specialized databases or ministerial- or provincial-level public service information systems shall be retained electronically on electronic data stores of relevant organizations and individuals on ministerial- or provincial-level information systems for handling of administrative procedures.

2. Renovate the management, connection and sharing of data serving simplification in preparing, receiving and handling administrative documents through single-window system or inter-agency single-window system

a) Carry out synchronization and linkage of accounts of organizations and individuals on ministerial- or provincial-level public service portals with accounts on the National Public Service Portal according to their identification codes by means of connection and sharing of data with the national population database and the national enterprise registration database for facilitating connection and sharing of data of organizations and individuals.

b) Consolidate ministerial- or provincial-level public service portals and ministerial- or provincial-level electronic single-window systems into ministerial- or provincial-level information systems for handling of administrative procedures which are considered the cores of One-stop Shops at all levels for creating consistency and connection between regulatory authorities from central to local government.

c) Organize connection and data sharing between national databases, specialized databases, ministerial- or provincial-level public service information systems with the National Public Service Portal and ministerial- or provincial-level electronic single-window information systems through Vietnam Data Exchange Platform to serve the continuous handling of administrative procedures and ensure the continuity, consistency, advantage, simplicity, synchronism and integrity of data, and avoid wastefulness during receipt, handling and return of results of administrative procedures. To be specific:

- Synchronously connect and share status and handling results between ministerial- or provincial-level public service information systems and the National Public Service Portal and ministerial- or provincial-level information systems for handling of administrative procedures for the purposes of monitoring, supervision and assessment.

- Connect and share data between national databases, specialized databases and the National Public Service Portal and ministerial- or provincial-level electronic single-window information systems to serve the handling of administrative procedures, especially reduction and simplification in preparation, receipt and handling of administrative procedures:

+ Reduce procedures or steps for inspecting and verifying information which has been available on national databases, specialized databases and public service information systems.

+ Simplify applications and documents to be submitted and received by means of re-using the applications and documents digitalized and stored on national databases, specialized databases and public service information systems.

3. Develop the receipt and handling of administrative procedures regardless of administrative divisions by means of application of information technology to the single-window system and inter-agency single-window system.

b) Carry out the receipt and handling of administrative procedures regardless of administrative divisions in respect of administrative procedures on civil status, residence, entry and exit management, social insurance, tax and other administrative procedures which meet the requirements set out in Point a Section 3 Part III of this Scheme.

c) Receipt and handling of administrative procedures regardless of administrative divisions nationwide shall be assessed and organized by ministries, ministerial agencies and Vietnam Social Security, or by provincial People’s Committees if such administrative procedures fall within the provincial scope and are not yet handled nationwide.

4. Improve the activeness in renovation and improvement of effectiveness and labor productivity of One-stop Shops

a) Chairpersons of provincial- and district-level People’s Committees shall decide organizational structure and staff members working at One-stop Shops at the request of Offices of People’s Committees or of People's Councils and People’s Committees of the same level to ensure thriftiness, efficiency and conformity with actual conditions of the province.

b) The Office of the provincial People's Committee shall do research and submit to the Chairperson of the provincial People's Committee proposals for renovation and improvement of effectiveness and labor productivity of One-stop Shops at all levels which are suitable for actual conditions and requirements. To be specific:

- Do research and apply policies for administrative division-based organization of One-stop Shops to reduce investment costs and improve quality, operating efficiency and labor productivity (e.g. the only One-stop Shop is established for each commune- or ward-level administrative division, etc.) according to the rule that the authority to handle administrative procedures is neither changed nor affected.

- Do research and propose the receipt or support for organizations and individuals in following administrative procedures at home or making appointments for handling administrative procedures at the request of organizations and individuals.

- Do research and organize smart kiosks at One-stop Shops for automatically providing counseling and instructions for declaring, preparing and submitting applications for administrative procedures without direct assistance and receipt of documents by staff members of the One-stop Shop; organize counters for receiving applications of the elderly, pregnant women and disabled persons, etc.

c) Organize the implementation of the mechanism for assignment of public postal service providers to undertake some tasks in instructing, receiving, digitalizing and returning results of handling of administrative procedures on the basis of assessment of the satisfaction of material facilities and personnel requirements by state administrative units and capacity to perform tasks of public postal service providers. Rights and responsibilities of public postal service providers in performing tasks in the form of provision of services at One-stop Shops shall comply with terms and conditions of the service contracts signed with competent authorities provided that they comply with regulations and law and ensure the effective performance of renovation contents specified in the Scheme.

+ Ministerial-level authorities: Offices of Ministries or authorities that have centralized One-stop Shops; heads of units affiliated to Ministries or ministerial agencies in other cases.

+ Provincial-level authorities: Offices of provincial People’s Committees for provincial-level public administrative service centers (except the pilot ones affiliated to provincial People’s Committees under decisions of the Prime Minister), One-stop Shops of specialized agencies affiliated to provincial People’s Committees.

+ District- and commune-level authorities: Offices of district-level People's Councils and People’s Committees for district- and commune-level One-stop Shops.

Ministries, regulatory authorities and provincial People’s Committees are encouraged to do research and adopt the form of centralized procurement as prescribed in the Law on Bidding in conformity with actual conditions of each Ministry, regulatory authority or province.

- Form of service lease: Bidding as prescribed in the Law on Bidding.

- Prices and unit prices of administrative services rendered shall be determined according to technical, economic and cost norms issued by competent authorities in accordance with regulations of the Law on pricing and relevant laws. Fees, charges and other financial liabilities to be paid when following administrative procedures shall be charged at the rates prescribed by State.

- Public postal service providers shall be responsible to provide training for their staff members who perform tasks at One-stop Shops and assume legal liability for quality of their provided services.

d) Use consistent identity characters for One-stop Shops and information systems for handling of administrative procedures

One-stop Shops shall use the same identity characters in terms of internal and external design, signboard, uniform, nameplate, professional documents, communication and interface of ministerial- and provincial-level information systems for handling of administrative procedures and other applications.

- Complete the establishment and operation of the System for automatic and real-time assessment of quality of administrative procedure handling services of ministries, regulatory authorities and provincial governments on the National Public Service Portal as the basis for ranking, classification and evaluation of level of task performance.

- Equip the automatic supervision and assessment system using technologies (such as artificial intelligence, Internet of things, etc.) for analyzing emotions, connecting to the Map of One-stop Shops, automatically updating data and analyzing raw data in a frequent and continuous manner so as to obtain objective, honest and accurate assessment of the satisfaction of organizations and individuals, serving attitude of staff members of One-stop Shops (as the basis for annual assessment and ranking of staff members of One-stop Shops; simultaneously, make forecasts about demands of people and issues to be solved for improving service quality. Thus, optimize resources and improve quality of public services rendered).

- Apply information technology to automatic, frequent, continuous, active and timely supervision and assessment of receipt and handling of administrative procedures at One-stop Shops at all levels as well as the satisfaction of organizations and individuals following administrative procedures. Data shall be automatically updated, connected and shared with real-time information and management center of the Government and the Prime Minister.

- Apply Big Data to analysis and support for making decisions on improvement of quality of services provided at public administrative service centers and One-stop Shops; support for restructuring of business processes and connection of operations of handling of administrative procedures whereby issues need to be reformed to improve quality of administrative services rendered to people and enterprises can be determined.

IV. SOLUTIONS FOR IMPLEMENTATION

1. Complete legal system

a) Formulate a Decree providing amendments to the Government’s Decree No. 61/2018/ND-CP dated April 23, 2018 towards reduced and simplified procedures, and submit it to competent authorities for promulgation within Quarter III, 2021.

b) Make amendments to the Circular No. 01/2018/TT-VPCP to ensure its conformity with the Decree providing amendments to the Government’s Decree No. 61/2018/ND-CP, and complete them in Quarter IV, 2021.

c) Review and make amendments to relevant legislative documents to ensure the suitability and consistency of the legal system.

a) Improve technical infrastructure facilities of ministerial- and provincial-level electronic single-window information systems to serve the digitalization and use of digitalized documents and results of handling of administrative procedures as well as connection and data sharing with information systems, national databases and specialized databases.

b) Improve the National Public Service Portal to ensure the verification, identification, connection and sharing of data between national databases, specialized databases and ministerial- and provincial-level information systems for handling of administrative procedures.

c) Organize connection and sharing of data between national databases, specialized databases, information systems, National Public Service Portal and ministerial- and provincial-level information systems for handling of administrative procedures through Vietnam Data Exchange Platform to serve the continuous handling of administrative procedures.

3. Instruct, expedite and inspect the implementation

a) Intensify instruction and inspection of the implementation of the Scheme for renovation of single-window system and inter-agency single-window system for handling administrative procedures by ministries, ministerial agencies, Governmental agencies and provincial governments.

b) Intensify the cooperation between ministries, regulatory authorities and provincial governments in implementing the Scheme; connection and sharing of data between specialized databases and software programs, and electronic single-window information systems and the National Public Service Portal.

c) Provide training for officials, public employees and workers in implementation of single-window system and inter-agency single-window system; promptly commend and reward officials, public employees and workers of regulatory authorities, units and enterprises with outstanding performance; take actions against officials, public employees, authorities and units that fail to strictly implement the Scheme and thus, cause difficulties and delays in implementing the Scheme.

V. IMPLEMENTATION ORGANIZATION

1. Ministries, ministerial agencies, Governmental agencies, and Provincial People's Committees shall:

b) Review, upgrade and improve information technology infrastructure facilities; upgrade and improve ministerial- and provincial-level information systems for handling of administrative procedures on the basis of consolidation of ministerial- and provincial-level public service portals and electronic single-window information systems.

c) Make connection, integration and sharing of data between national databases, specialized databases and public service information systems of ministries, regulatory authorities and provincial governments, and ministerial- and provincial-level information systems for handling of administrative procedures through Vietnam Data Exchange Platform to serve simplification and handling of administrative procedures under single-window system, inter-agency single-window system and on electronic environment, and online public services on the National Public Service Portal.

d) Organize the digitalization of documents and results of handling of administrative procedures according to the tasks assigned in the Scheme; consistently affix codes to digitalized documents of the administrative dossiers stored at One-stop Shops from central to local government according to guidelines given by the Office of the Government.

dd) Review, assess and propose solutions, carry out renovation, and improve effectiveness and labor productivity of One-stop Shops under their management.

e) Make connection, integration and sharing of data of application software programs of ministerial- and provincial-level information systems for handling of administrative procedures with the information and management centers of the Government and the Prime Minister according to guidelines given by the Office of the Government.

g) Allocate funding, human resources and material facilities for performance of assigned tasks.

h) Carry out assessment of quality of handling of administrative procedures and the level of satisfaction of people and enterprises to meet requirements and tasks assigned in the Scheme.

i) Assess, determine and organize the receipt and handling of administrative procedures regardless of administrative divisions in respect of administrative procedures under their authority to manage or handle.

k) Update and standardize lists of dossiers on administrative procedures on the National Administrative Procedure Database according to guidelines given by the Office of the Government, and complete such tasks in Quarter IV, 2021; upgrade and regulate electronic data stores of organizations and individuals on ministerial- and provincial-level information systems for handling of administrative procedures.

m) Review, amend or request competent authorities to amend legislative documents under their management in connection with the performance of renovation contents of the Scheme to ensure the suitability and consistency of the legal system.

n) Consolidate lists of investment projects serving the renovation of the single-window system and inter-agency single-window system for handling of administrative procedures (if any) assigned under this Decision into medium-term public investment plans of ministries, central-government authorities and provincial governments for submission to competent authorities for approval as prescribed in the Law on public investment.

o) Organize training in professional operations and skills for officials and public employees working at One-stop Shops of all levels.

2. The Office of the Government shall:

a) Play the leading role and cooperate with Ministries, ministerial agencies and Governmental agencies in organizing, instructing, inspecting and expediting the implementation of the Scheme; promptly submit reports to the Prime Minister for dealing with difficulties encountered by Ministries, ministerial agencies, Governmental agencies, provincial People’s Committees, and enterprises during the implementation of the Scheme.

b) Complete legal system:

- Play the leading role and cooperate with the Ministry of Justice, Ministry of Home Affairs, Ministry of Information and Communications, and relevant Ministries and regulatory authorities in formulating a Decree providing amendments to the Decree No. 61/2018/ND-CP towards reduced procedures.

- Play the leading role and cooperate with the Ministry of Justice, Ministry of Home Affairs, Ministry of Information and Communications, and relevant Ministries and regulatory authorities in formulating a Circular providing amendments to the Circular No. 01/2018/TT-VPCP to ensure its conformity with the Decree providing amendments to the Government’s Decree No. 61/2018/ND-CP.

c) Play the leading role and cooperate with relevant Ministries, regulatory authorities and provincial governments in establishing the criteria for assessment and control of quality of handling of administrative procedures.

dd) Provide instructions for standardizing document lists and establishing codes of digitalized documents to be shared between the National Public Service Portal, ministerial- and provincial-level information systems for handling of administrative procedures, and other databases and information systems.

e) Formulate written guidelines for identification of One-stop Shops at all levels and ministerial- and provincial-level information systems for handling of administrative procedures.

g) Provide instructions on professional requirements and functions of software programs and applications at One-stop Shops; integration, connection and sharing of data between software programs, applications and smart supervision systems at public administrative service centers, One-stop Shops, and information and management centers of the Government and the Prime Minister for the purposes of assisting the Government and the Prime Minister in making decisions and interacting online with Ministries, regulatory authorities and provincial governments.

h) Organize communication and dissemination of information about adoption of the single-window system and inter-agency single-window system to handling of administrative procedures, and completion of administrative procedures on the electronic environment.

3. The Ministry of Public Security shall:

a) Play the leading role and cooperate with the Office of the Government, Ministries, regulatory authorities and provincial governments in making connection and sharing of population data between the National Population Database and the National Public Service Portal, ministerial- and provincial-level electronic single-window information systems to serve competent authorities’ verification, identification and handling of administrative procedures.

b) Cooperate with the Office of the Government, Ministry of Home Affairs, and Ministry of Information and Communications in developing solutions for ensuring security and confidentiality of information of electronic data stores of organizations and individuals on the National Public Service Portal, ministerial- and provincial-level information systems for handling of administrative procedures.

4. The Ministry of Information and Communications shall:

a) Play the leading role and cooperate with the Ministry of Finance, and relevant Ministries and provincial governments in providing guidelines on costs of instruction, receipt, document digitalization and return of results of handling of administrative procedures payable by Ministries, regulatory authorities and provincial governments to public postal service providers.

5. The Ministry of Justice shall:

a) Play the leading role and cooperate with the Office of the Government, Ministries, regulatory authorities and provincial governments in making connection and sharing of data between the National Civil Status Database and the National Population Database, the National Public Service Portal, ministerial- and provincial-level electronic single-window information systems to serve handling of administrative procedures.

b) Cooperate with the Office of the Government in making amendments to the Decree No. 61/2018/ND-CP.

6. The Ministry of Home Affairs shall:

a) Play the leading role and cooperate with the Office of the Government, Ministry of Justice and Ministries, regulatory authorities and provincial governments in doing research and ensuring benefits of officials and public employees working at One-stop Shops.

b) Play the leading role and cooperate with the Office of the Government and the Ministry of Information and Communications in providing guidelines on electronic retention of dossiers on administrative procedures, and completing this task in July, 2021.

c) Cooperate with the Office of the Government in making amendments to the Decree No. 61/2018/ND-CP.

7. The Ministry of Planning and Investment shall:

a) Consolidate and report to competent authorities for assigning medium-term public investment plans for investment projects that serve the renovation of the single-window system and inter-agency single-window system for handling of administrative procedures at the request of Ministries, central-government authorities and provincial governments.

8. The Ministry of Finance shall:

a) Play the leading role and cooperate with relevant Ministries, ministerial agencies and Governmental agencies in allocating state budget-derived funding for implementation of the Scheme in accordance with regulations of the Law on State Budget.

b) Play the leading role and cooperate with the Office of the Government, Ministries, regulatory authorities and provincial governments in making connection and sharing of data between the National Taxation Database and the National Public Service Portal, ministerial- and provincial-level information systems for handling of administrative procedures.

9. The Ministry of Natural Resources and Environment shall:

Play the leading role and cooperate with the Office of the Government, Ministries, regulatory authorities and provincial governments in making connection and sharing of data between the National Land Database and the National Public Service Portal, ministerial- and provincial-level information systems for handling of administrative procedures.

10. Vietnam Social Security shall:

Play the leading role and cooperate with the Office of the Government, Ministries, regulatory authorities and provincial governments in making connection and sharing of data between the National Social Insurance Database and the National Public Service Portal, ministerial- and provincial-level information systems for handling of administrative procedures to serve verification, identification and handling of administrative procedures.

11. The Government Cipher Committee shall:

a) Provide cryptographic solutions for ensuring verification and security for information systems serving handling of administrative procedures.

VI. FUNDING

Funding for implementation of the Scheme shall be covered by state budget according to regulations on delegation of authority to manage state budget, and other lawful funding sources. Based on the assigned tasks of Scheme, regulatory authorities shall annually prepare estimates of Scheme implementation costs and consolidate them into their cost estimates for submission to competent authorities for allocating funding as prescribed.

Article 2. This Decision comes into force from the date on which it is signed.

Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of provincial People’s Committees and relevant organizations and individuals are responsible for the implementation of this Decision./.
