DECISION

ISSUANCE OF THE MASTER PLAN FOR APPLICATION AND DEVELOPMENT OF INFORMATION TECHNOLOGY FOR TRADE SECTOR UP TO 2010

MINISTER OF TRADE

Pursuant to the Decree No. 29/2004/NĐ-CP dated January 16, 2004 by the Government determining functions, tasks, powers and organizing structure of Ministry of Trade;
Pursuant to the Strategy on Vietnam information and communication technology development till 2010 and orientations toward 2020 approved at the Decision No. 246/2005/QĐ-TTg dated October 6, 2005 by the Prime Minister;
Pursuant to the State Administrative Reform Plan for the period of 2006 – 2010 approved at the Decision No. 94/2006/QĐ-TTg dated April 27, 2006 by the Prime Minister;
Pursuant to the request by the Head of E-Commerce Department,

DECIDES:

. Issue the Master Plan for Application and Development of Information Technology for Trade Sector till 2010, attached to this Decision.

2. This Decision shall come into effect 15 days after its publication in the Official Gazette.

3. Chief of Trade Ministerial Office, Head of E-commerce Department, managers of units under Trade Ministry, directors of local trade/tourism departments take full responsibilities for implementation of this Decision./.

MASTER PLAN

FOR APPLICATION AND DEVELOPMENT OF INFORMATION TECHNOLOGY FOR THE TRADE SECTOR UP TO 2010
(Attached to the Decision No.
40/2006/QĐ-BTM dated December 29, 2006 by Minister of Trade)

I. TARGETS

Till 2010, e-government in the trade sector should be established via construction and development of e-administration at trade bodies from the central to local level, information technology at a high level will be applied in all trade activities, online public trade services will be supplied.

Up to 2010, an advanced information technology infrastructure system will be established in the trade sector.

a) At Ministry of Trade: Finishing construction of the integrated data centre of Ministry of Trade  and trade sector’s intranet (Intranet). Most of staffs will be equipped with personal computers connected to local area network (LAN) or wide area network (WAN), or the intranet of trade sector and internet.

, developing softwares that meet the demand to apply information technology in professional activities within functions and tasks of Ministry of Trade.

technologies to assure network safety and security at high level, accelerating implementation of digital signature system and certification of trade sector’s digital signature.

b) At local trade/tourism departments: Most of staffs will be equipped with personal computers connected to the local area network of the department which is connected to the internet via broadband. Market control groups of market control branches will be equipped with personal computers which will be connected to the network of the Market Control Department of Ministry of Trade.

2. Building and issuing electronic data interchange standards for trade sector

Up to 2010, establishment and issuance of these standards will be basically finished based on EDI/ebXML, including electronic data interchange standards within Trade Ministry’s internal units, between Trade Ministry and its trade departments, and between these departments.

These standards should be in accordance with all the regulations related to electronic data interchange standards of the State’s e-government building programs.

a) Period of 2006 – 2008: Focusing on building the intranet to connect all units of Ministry of Trade based on the virtual private network technology (VPN), including Vietnam’s foreign trade offices. most of administrative procedures within Trade Ministry to be performed via this network (eMOT); applying information technology in the internal management including personnel, financial and public procurement management.

b) Period of 2009 – 2010: Extending the trade sector local network eMOT to trade departments and other related agencies, assure most of public administrative procedures within the trade sector to be performed via the network and eMOT to become the official local network of Ministry of Trade.

4. Developing steadily computerization for the trade sector over periods

Up to 2010, information technology will be actively applied in the trade sector.

a) Period of 2006 – 2008: Focusing on computerization for professional activities in the fields of market control, import-export, trade promotion and trade statistics.

b) Period of 2009 – 2010: Extending computerization to professional activities in the fields of market competition control, trade legal implementation and particularly the information supporting system for the Trade Ministry’s leaders issuance of official decisions.

5. Providing online public trade services

a) Actively applying information technology in collecting, analyzing, processing, providing trade information, and forecasting both domestic and foreign market to serve enterprises, citizens and any object who demands for, focusing on publicly providing trade information in the internet.

b) Up to 2010, providing online 60% of total public trade services relating directly to enterprises’ business.

In the whole period of 2006 - 2010, information technology training activities need to be accelerated.

a) Training and re-training annually trade staffs about application skills and new trade-related information technology applications, skills to use them and exploit  new utilities of application software in trade sector. Focusing on training information technology to heads of Trade Ministry’s department or higher, directors of trade department, and charges d’affaires.

b) Training to build good management staffs who are good at professional activities and are experts in information technology and able to organise the sector’s information technology application activities.

c) Newly employed staffs are required to meet the standards of trade sector’s information technology application skills.

III. KEY PROJECTS

1. Accelerating the progress of The Trade Information Supply Project regarding the Decision No. 1888/QĐ-BTM dated July 1, 2005;

2. Quickly implementing The Online Public Trade Services Project as guided by the Prime Minister in the Decision No. 222/2005/QĐ-TTg dated September 15, 2005 on approval of the Master Plan to develop e-commerce in the period from 2006 – 2010;

3. Building and implementing the trade sector’s e-administration project pursuant to the progress assigned by the Prime Minister in the Decision No. 94/2006/QĐ-TTg dated April 27, 2006 on the Plan to reform state administration in the period from 2006 – 2010;

4. Building and implementing  Information technoloy Training Project for trade staffs./.
