DECISION

OF THE PRIME MINISTER CONCERNING THE ESTABLISHMENT OF THE STEERING COMMITTEE FOR DIRECTING THE ACTION PROGRAMME ON IMPLEMENTING DIRECTIVE 58-CT/TW OF THE POLITBURO REQUIRING THE STRENGTHENING OF INFORMATION TECHNOLOGY (IT) APPLICATION AND DEVELOPMENT IN THE CAUSE OF NATIONAL INDUSTRIALIZATION AND MODERNIZATION IN THE 2001-2005 PERIOD.

THE PRIME MINISTER

Pursuant to the Law on Governmental Organization dated December 25, 2001;
Pursuant to Decision 81/2001/QD-TTg dated May 24, 2001 of the Prime Minister approving the Action Programme on implementing Directive 58-CT/TW of the Politburo requiring the strengthening of information technology (IT) application and development in the cause of national industrialization and modernization in the 2001-2005 period;
 Pursuant to the Conclusion Note of the Central Party Secretariat No.73-TB/TW dated August 1, 2002 governing the implementation of Directive 58-CT/TW;
At the proposal of the Minister of Science and Technology,

DECIDES:

Article 1. The Steering Committee for directing the action programme on implementing Directive 58-CT/TW of the Politburo requiring the strengthening of information technology (IT) application and development in the cause of national industrialization and modernization in the 2001-2005 period (hereinafter referred to as the Steering Committee) is hereby established to assist the Prime Minister in directing the implementation of this programme.

Article 2. Members of the Steering Committee include:

1. Chief: Deputy Prime Minister Pham Gia Khiem

4. Other members include one leader from each of the following ministries, branches, agencies and localities:

Article 3. The Steering Committee will have to:

1. Direct, provide guidance, supervise and urge ministries, branches and localities to implement Directive 58-CT/TW dated October 17, 2000 of the Politburo and Decision 81/2001/QD-TTg dated May 24, 2001 of the Prime Minister approving the Action Programme on implementing Directive 58-CT/TW of the Politburo requiring the strengthening of information technology (IT) application and development in the cause of national industrialization and modernization in the 2001-2005 period.

2. Make assessments on the performance situation and results, propose mechanisms and policies, and ask the Prime Minister to work out necessary measures to ensure effective realization of the objectives regarding IT application and development set in the Action programme for implementing Directive 58-CT/TW.

Article 4. The Steering Committee can have and use their own stamp and account, as well as an office of aides located at the Ministry of Posts and Telematics. Chief of the Steering Committee is to make decisions on the organizational charter and operation regulations of the Steering Committee and its office of aides. The operating expenses of the Steering Committee will be covered by the State Budget according to the estimation approved annually by the competent agency, and be settled according to current financial regulations.

Article 5. This decision replaces Decision 175/2001/QD-TTg dated November 9, 2001 of the Prime Minister on the establishment of the Steering Committee for directing the action programme on implementing Directive 58-CT/TW of the Politburo requiring the strengthening of information technology (IT) application and development in the cause of national industrialization and modernization in the 2001-2005 period.

Article 6. This decision comes into force 15 days after the date of signing.

Ministers, Deputy Ministers of ministerial-level agencies, heads of agencies under the Government, Chairmen of the People’s Committees of centrally-run cities and provinces, the chief and members of the Steering Committee are due to implement this decision.
