DECISION

ADDING AND REPLACING COMMUNES COVERED BY THE PROGRAM ON SOCIO-ECONOMIC DEVELOPMENT IN COMMUNES MEETING WITH EXCEPTIONAL DIFFICULTIES, REGIONS INHABITED BY ETHNIC MINORITY PEOPLE AS WELL AS MOUNTAINOUS, BORDER, REMOTE AND DEEP-LYING AREAS

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of December 25, 2001;
At the proposal of the Minister-Director of the Committee for Nationalities,

DECIDES:

Article 1.- To add 37 communes to the list of those covered by the Program on socio-economic development in communes meeting with exceptional difficulties, regions inhabited by ethnic minority people as well as mountainous, border, remote and deep-lying areas (Program 135) for the performance of the program’s tasks as from 2002:

1. Newly-established communes belonging to the group of those to be provided with investment support by the central budget: 33 communes, including:

a) Twenty five newly-established communes: Hoa Thuan commune (Phuc Hoa rural district, Cao Bang province); Thanh Loa commune (Cao Loc rural district, Lang Son province); Lien Hoa commune (Moc Chau rural district, Son La province); Trung Bi commune (Kim Boi rural district, Hoa Binh province); Lam Thuy commune (Le Thuy rural district, Quang Binh province); Dak Wil commune (Cu Jut rural district, Dak Lak province); Ia Khai commune (Ia Grai rural district) and Ia Pior commune (Chu Prong rural district, Gia Lai province); Xop commune (Dakglei rural district), Mang Ri and Van Xuoi communes (Dak To rural district, Kon Tum province); Loi Thuan commune (Ben Cau rural district, Tay Ninh province); Da Mi commune (Ham Thuan Bac rural district, Binh Thuan province); An Thanh Dong commune, Cu Lao Dung township and An Thanh Nam commune (Cu Lao Dung rural district, Soc Trang province); Thanh Duc commune (Thanh Chuong rural district, Nghe An province); Tra Ka commune (Tra My rural district), Song Tra commune (Hiep Duc rural district) and Phuoc Loc commune (Phuoc Son rural district, Quang Nam province); Phu Nghia commune (Phuoc Long rural district), Phuoc Son commune (Bu Dang rural district), Minh Thang commune (Binh Long rural district), and Dong Tien and Tan Tien communes (Dong Phu rural district, Binh Phuoc province).

2. Newly-established communes belonging to the group of those to be provided with investment support by the local budget, including the following four communes of Kien Giang province:

Vinh Thang commune (Go Quao rural district); Ngoc Thanh, Ngoc Thuan and Ban Thach communes (Giong Rieng rural district).

3. On funding for investment support: The levels of investment support for the communes shall comply with the current regulations of Program 135. For communes to be given investment support by the central budget, it shall be allowed to use the 2002 central budget�s reserve source. The Ministry of Finance shall allocate funding for the provinces to organize the implementation thereof.

Article 2.- To replace the communes under Program 135:

- Loc Yen commune, Cao Loc rural district, Lang Son province replaces Loc Thanh commune, Cao Loc rural district, Lang Son province.

- Te Xang commune, Dak To rural district, Kon Tum province replaces Mang Xang commune, Dak To rural district, Kon Tum province.

Article 3.- This Decision takes effect 15 days after its signing.

The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of the provinces of Cao Bang, Lang Son, Son La, Hoa Binh, Quang Binh, Dak Lak, Gia Lai, Kon Tum, Binh Thuan, Tay Ninh, Soc Trang, Kien Giang, Nghe An, Quang Nam and Binh Phuoc shall have to implement this Decision.
