APPROVING ENVIRONMENTAL POLLUTION REDUCTION PROGRAM FOR 2020-2030 PERIOD

Pursuant to the Law on Local Government Organization dated June 19, 2015;

Pursuant to the Law on Environmental Protection dated November 17, 2020;

Pursuant to the Notice No. 5548-TB/TU dated September 3, 2020 of the city’s Executive Party Committee regarding the conclusion of the city’s Standing Party Committee concerning the draft Environmental Pollution Reduction Program for the 2020 – 2030 period; 

According to the request of the Department of Natural Resources and Environment made in the Official Dispatch No. 1583/STNMT-CCBVMT dated March 9, 2021 regarding perfection of the Environmental Pollution Reduction Program for the 2020-2030 period.

Article 2. The Department of Natural Resources and Environment acts as the standing agency providing the city People’s Committee with counsels on the organization and implementation of the Program.

Article 3. This Decision shall enter into force as of the signature date.

Article 4. The Chief of the Office of the city’s People’s Committee, the Director of the city’s Department of Natural Resources and Environment, Heads of other Departments and local authorities, the city’s Vietnam Fatherland Front Committee and member organizations, Chairpersons of People’s Committees of urban/rural districts and Thu Duc city, and Heads of entities and units concerned, shall be responsible for implementing this Decision./.

ENVIRONMENTAL POLLUTION REDUCTION PROGRAM FOR THE 2020-2030 PERIOD

I. OBJECTIVES

1. General objectives:

Promote the positive results achieved during the implementation of the Program; continue to focus on solutions to prevent the trend of environmental re-pollution, step-by-step improve the city's environmental quality, adapt to climate change and work towards the sustainable development goals by 2030.

2. Specific objectives:

2.1. Uphold and improve targets that have already been completed in the 2016-2020 period.

2.2. Prevent and minimize impacts of wastewater, emissions and solid waste on the environment in the industrial and service sectors.

- Rate of production facilities and service businesses outside of industrial parks treating wastewater according to environmental technical regulations: 100%.

- Rate of hospital wastewater and medical waste treated according to environmental technical regulations: 100%.

- Rate of active industrial parks and export processing zones running centralized wastewater treatment systems meeting environmental standards, and automatic wastewater monitoring systems with lines of transmission of data to state environmental management agencies for use in inspection and supervision activities: 100%.

- By the end of 2021, 100% of supermarkets and shopping centers are expected to use eco-friendly packaging to replace non-degradable plastic bags; small market traders are expected to reduce the use of plastic bags in packaging and containing products delivered to customers by 50%. By 2030, the City strives to minimally use disposable plastic products.

2.3. Ensure environmental health and improve the quality of the living environment for the population

a) Implement the solid waste management plan:

- The rate of domestic solid waste treatment by using the technology for incineration for power generation and recycling is expected to reach at least 80% by 2025, and 100% by 2030.

- By 2025:

+ Start off the classification of domestic solid waste throughout the City in conformity with the City's regulations and conditions. Uphold the classification of solid waste in the subsequent years.

+ 100% of the people-founded garbage collection forces are transformed or restructured into cooperatives/enterprises/legal entities and 100% of source separation collection equipment are converted, meeting technical, sanitary quality and environmental protection requirements according to regulations. Maintain these targets in the subsequent years.

+ 100% of the transfer stations are expected to meet technical and environmental protection requirements according to current regulations and the solid waste treatment plan of Ho Chi Minh City by 2025 scheduled towards 2050. Continue to maintain this target in the following years.

b) Regarding municipal wastewater treatment:

c) Improve the environment, effectively and sustainably use natural resources:

- Reduce 90% of air pollution worsened by transportation activities.

- Rate of cultural or cultural service business organizations and individuals meeting noise regulations: 100%.

- Rate of households having access to clean water is expected to achieve 100%; the abstraction volume of underground water can be reduced to 100,000 m³/day-night by 2025.

- Cover rate of forests and dispersed trees throughout the city is expected to be greater than 40%.

- Changing the energy consumption structure towards increasing the consumption percentage of renewable energy, new energy which is at least 15% of total maximum capacity of the electricity system throughout the city.

d) Raise public awareness of environmental protection and climate change response. Rapidly shift from awareness to action in relation to environmental protection and climate change response:

- 100% of civil servants and public employees throughout the city are trained in knowledge of climate change response.

- 100% of city-dweller households can have access to information on environmental protection and climate change response.

II. MISSIONS AND SOLUTIONS

1. 1^st set of solutions: Strengthening the participation and cooperation of departments, local authorities, agencies, Fatherland Front, socio-political organizations, People's Committees of urban/rural districts and Thu Duc city and units involved in communication activities to raise public awareness, help the population change their behavior and cultivate positive habits towards environmental protection and climate change response.

a) Department of Natural Resources and Environment:

Take charge of and coordinate introduction and implementation of communication activities related to environmental protection and climate change response throughout the City.

- Study and reform the content, forms and methods of communication; strengthen communication on mass media; promote the positive aspects of social networks; apply information technology to communication activities relating to environmental protection and climate change response.

- Develop communication content and documents used for supporting the communication of environmental protection at each locality and unit; provide communication content oriented towards environmental protection and response to climate change to ensure compliance with common and uniform requirements throughout the City.

- Cooperate with departments, agencies, local authorities, Fatherland Front, socio-political organizations, People's Committees of urban/rural districts and Thu Duc city and relevant units to consolidate, build and improve capacity of officers and staff members involved in environmental protection communication activities, key communicators and propagandists of local authorities, departments and units.

- Preside over and cooperate in organizing communication events and campaigns for environmental protection at the City level; adopt solutions to widely spreading effective communication models to target groups; and cooperate in promoting communication activities on mass media.

- Advise on solutions to facilitate and encourage all social sectors to participate in and support communication activities relating to environmental protection and response to climate change.

b) Department of Culture and Sports:

- Promote propaganda activities; diversify and combine various forms suitable to the actual local situation; far and wide spread and disseminate regulations on health, hygiene and sanitation in public places, noise and violations to every city-dweller and the entire community for the purposes of forming cultural and civilized lifestyle.

- Integrate the implementation and evaluation of targets of communication of environmental protection and response to climate change into the Movements of all people to unite in building a cultural life and plans on strengthening of cultural activities and construction of a civilized urban lifestyle on an annual basis.

c) Department of Information and Communications:

Boost the implementation and improvement of the quality and effectiveness of journals, columns or other special sections of the mass media on environmental protection and climate change response.

d) Department of Education and Training:

Take charge of the implementation of solutions to promoting environmental protection, education and communication activities relating to environmental protection and climate change response in the school under their jurisdiction; collaborate with the Department of Natural Resources and Environment in advising on solutions to putting to use and widely spreading the Green School model throughout the city.

e) Department of Industry and Trade:

- Take charge of and cooperate with the Department of Natural Resources and Environment, the People's Committees of urban/rural districts and Thu Duc city and mass organizations in communicating environmental protection and climate change response to retail organizations and individuals and units under their delegated authority.

- Encourage supermarkets, shopping centers, traditional markets, bookstores, shops, etc. to be committed to setting their schedules for reduction of plastic waste, disposable plastic products or use of eco-friendly replacement products; not to provide non-biodegradable plastic bags for free to customers.

g) Department of Agriculture and Rural Development:

Take charge of and cooperate with the Department of Natural Resources and Environment, the Farmers’ Union and the People's Committees of urban/rural districts and Thu Duc city in integrating communication efforts relating to environmental protection and climate change response into agricultural and rural activities.

h) Departments of Tourism:

Take charge of communication and training activities to disseminate knowledge about environmental protection and climate change response to local travel and tourism service providers.

i) The City’s Fatherland Front Committee and its affiliated units, religious organizations:

- Take charge of using solutions to promoting the central roles of the public and socio-political organizations in overseeing environmental protection activities with the aim of promptly preventing, detecting and taking timely actions against activities causing noise pollution, and maintaining social order and environmental health and hygiene throughout the City.

- Strengthen the implementation of the Joint Environmental Protection Program involving the Department of Natural Resources and Environment and the Vietnam Fatherland Front Committee, its affiliated units and 32 religious organizations throughout the City in conveying environmental protection and climate change response to members of unions, associations at all levels and soliciting all population to protect the environment and respond to climate change.

k) People’s Committees of urban/rural districts and Thu Duc city:

- Hold dialogues with people, organizations and businesses on current environmental health and hygiene issues existing in the localities under their authority to listen to feedbacks, opinions and suggestions concerning their environmental management.

- Adopt solutions to promoting regular and extensive communication and propaganda activities, diversify communication approaches specific to target groups in line with the actual local situations in order to disseminate regulations of laws on environmental protection, sanctions for violations arising from environmental protection activities to people, production, business and service establishments within their remit.

l) Ho Chi Minh City Institute for Development Studies:

Take charge of and cooperate with the Department of Natural Resources and Environment in planning and implementing the survey and evaluation of the implementation of communication targets for environmental protection and climate change response.

2. 2^nd set of solutions: Perfecting legal systems, mechanisms and policies for attraction of investment from various economic sectors in the field of environment; ensuring easy and equal access of investors in eco-friendly technology research and development projects; consolidating the organizational and executive apparatus and structure, and equipping human resources to ensure the effective implementation of the proposed goals and targets.

a) Department of Natural Resources and Environment:

- Advise on any necessary modification of the Decision on issuance of plans of action against production facilities causing environmental pollution. By 2030, completely close all polluting production facilities located amidst residential areas.

- Promote the role of Environmental Protection Fund of Ho Chi Minh city in providing preferential loans for energy-saving and environmental protection activities in accordance with regulations; granting support and incentive policies to enterprises to encourage them to get involved in waste research, treatment, disposal and environmental protection activities; commencing production and business projects associated with environmental protection, biodiversity protection and development; environmental protection projects, proposals and plans financed by Vietnam Environmental Protection Fund, Environmental Protection Fund of Ho Chi Minh city, official development aids (ODA), Asian Development Bank (ADB), NGOs and businesses.

- Focus on integrating activities of environmental protection and biodiversity conservation into zoning and orientation for investment in development of economic sectors according to the carrying capacity thresholds of the environment.

- Implement the Blueprint for solid waste disposal and management of Ho Chi Minh city by 2025, heading towards 2050. Continue to review, update and revise the plan for development of municipal solid waste transfer stations throughout the City.

- Undertake the full and correct collection of environmental protection fees for industrial wastewater according to the principle that polluters must be liable for such fees.

- Provide instructions on service prices of collection, transportation and treatment of municipal solid waste to be applied throughout the City according to current regulations.

b) Department of Industry and Trade:

- Formulate the preferential mechanism for renewable energy (e.g. rooftop solar energy) used in public office buildings in the City. Effectively implement and include climate change response and environmental protection elements in the Program for economical and efficient use of energy for the 2021-2025 period with vision toward 2030 throughout the City.

- Continue to implement and solicit enterprises to adopt cleaner production solutions in industrial sectors. Support production enterprises to access and apply solutions to economically using raw materials, energy and reducing waste at source.

- Develop incentive and support mechanisms for production, consumption and use of recycled and environmentally friendly materials and products.

- Formulate plans, proposals, mechanisms and policies for the development of industrial clusters; take charge of implementing appropriate industry development plans, proposals and policies to facilitate the program for relocation of production facilities causing environmental pollution and not conforming to these plans.

c) Department of Construction:

- Take charge of studying and revising the City’s Sewerage Master Plan by 2020 approved by the Prime Minister in the Decision No. 752/QD-TTg dated June 19, 2001, studying and formulating the Plan on reservoir network development.

d) Department of Home Affairs:

Consolidate the organizational and executive apparatus and machinery, and fully equip human resources to achieve the set targets.

e) Department of Science and Technology:

- Implement and expand scientific research projects and proposals; popularize and develop solutions; apply support mechanisms and policies related to solutions for effective implementation of the Environmental Pollution Reduction Program in the society.

- Take charge of and cooperate with the Department of Natural Resources and Environment, other relevant Departments and local authorities, the People's Committees of districts and Thu Duc city in formulating local technical regulations; study policies to support activities of recycling, sustainable development that match the municipal solid waste classification program in the City.

g) Department of Planning and Architecture:

Review and adjust the zoning plan of waste treatment zones; industrial parks and concentrated industrial clusters to ensure they are in line with the City's planning orientation.

h) Departments of Planning and Investment:

i) Department of Finance:

Prefer to allot investment funds for wastewater and solid waste treatment projects according to the planning scheme approved by the competent authority as part of the medium and long-term investment plan.

k) People’s Committees of urban/rural districts and Thu Duc city:

- Effectively implement regulations, plans, policies, programs and proposals for domestic solid waste management, environmental pollution control, relocation of polluting facilities and those facilities not conforming to the local plans.

- Consolidate the organizational and personnel apparatus and structure to effectively implement tasks and duties assigned or authorized by the City People's Committee.

- Provide and disseminate updated knowledge about waste treatment technologies to local businesses.

3. 3^rd set of solutions: Improving management capacity, developing human resources, modernizing facilities, strengthening the inspection and control of management and use of resources, environmental protection and climate change response.

a) Department of Natural Resources and Environment:

- Strengthening the inspection and control of compliance of service industry establishments inside and outside industrial parks, industrial clusters and new residential areas with laws on environmental protection according to current regulations.

- Investigate, evaluate and classify sources of waste from production and service establishments that generate waste; based on results of these activities, set up a database on sources of waste that is synchronous, consistent and integrated with the national environmental database, meeting the requirements as to provision and sharing of complete, accurate and timely information to effectively support the state management of environmental protection.

- On an annual basis, investigate, make statistics of, review and update the database on waste source owners, activities of collecting, transporting, recycling and disposing of solid waste in the City.

- Periodically review, formulate, update and revise technical processes and set of economic and technical norms available for use in urban solid waste management activities.

- Guide People's Committees of urban/rural districts and Thu Duc city to take control of classification of solid waste at source; sanitary cleaning, collection and transportation of solid waste in urban/rural districts and Thu Duc city.

- Guide the People's Committees of urban/rural districts and Thu Duc city to apply models and uniformly invest in equipment for domestic solid waste collection, transportation and transfer by using advanced and modern technologies in conformity with environmental standards issued by the City People's Committee.

- Take charge of the inspection and supervision of activities of management and provision of services relating to collection, transportation, transfer and disposal of domestic solid waste in the city under the mandate of the City People's Committee. Increase the inspection of the inspection and supervision activities of providing waste collection, transportation, transfer, treatment and disposal services by the People's Committees of urban/rural districts and Thu Duc city.

- Fully equip the organizational and personnel structure and apparatus, prepare sufficient financial resources to effectively perform the assigned tasks.

- Effectively put to use scientific and technological achievements and information technology to promote administrative reform and streamlining of administrative procedures as a way to contributing to building the e-Government and raising the level of satisfaction of people and businesses. Keep on further applying information technology to solid waste management activities according to the Project of "Developing the city into a smart city in the period of 2017-2020 with vision to 2025" approved and put into effect by the City People's Committee.

- Integrating sectoral projects, blueprints and plans related to environmental protection with construction and land use planning schemes provided that requirements concerning location and scale of environmental protection infrastructure are satisfied.

- Provide guidance on selection and application of technological and managerial methods to reduce greenhouse gas emissions in line with business scale, industries and sectors of the City and under its management.

- Devise and carry out the plan for implementation of international commitments regarding climate change and ozone layer protection according to the treaties to which the Socialist Republic of Vietnam is a signatory.

- Implement the updated National Plan for Adaptation to Climate Change (NAP), Nationally Determined Contribution (NDC) in the City; the provincial plan for implementation of the Global Stocktake (GST) of the Paris Agreement on climate change; the system of monitoring and evaluation (M&E) of climate change adaptation activities; the measurement, reporting and verification (MRV) system; the greenhouse gas inventory.

- Review and assess the integration of climate change monitoring results into strategies, plans and planning schemes in the City under its delegated authority.

- Assess impacts, vulnerability, risk, loss and damage inflicted by climate change on the City.

b) Department of Culture and Sports:

- Take charge of and cooperate with the Department of Industry and Trade, the People's Committees of urban/rural districts and Thu Duc city in promoting the interdisciplinary inspection with more emphasis on the inspection and sanctioning of violations involving environmental protection and noise pollution in the business and service sector under its authority.

- Communicate and disseminate legal regulations on national technical regulations and penalties for administrative violations involving noise under its management to business and service establishments.

c) Department of Industry and Trade:

d) Department of Transport:

- Preside over the implementation of solutions to control air pollution caused by means of transport. Implement solutions recommended in the project for enhancement of public passenger transport in combination with control of the use of personal vehicles on roads; encourage the shift to transport vehicles using eco-friendly fuels to contribute to reduction in air pollution.

- Focus on building and implementing transport infrastructure development projects in the City by 2030; controlling and limiting the road transportation of goods in daylight; developing mechanisms and policies to subsidize public passenger transport by bus; managing passenger transport activities by taxi in the inner city areas and regulating parking/stop or pickup/dropoff areas.

e) Department of Agriculture and Rural Development:

- Cooperate with the Department of Natural Resources and Environment, relevant departments and People's Committees of urban/rural districts and Thu Duc city to control sources of waste from livestock production activities, control and mitigate environmental pollution caused in livestock and poultry slaughtering activities in the City;

- Successfully manage and protect the existing forests in the City to effectively achieve the target for the cover rate of forests and scattered trees which is over 40%.

g) Department of Construction:

- Examine construction and road construction project owners and require them to seriously implement measures to prevent and reduce the release of dust and gas emissions into the environment.

- Review and support the evacuation of people from areas at high risk of river bank erosion; check critical locations in the City and adopt the evacuation plan when any natural disaster occurs.

- Carry out the process for identification, commissioning and selection of scientific and technological research projects in the field of environmental protection and climate change response; promote the research and transfer of advanced technologies for wastewater, gas emission, and solid waste treatment; waste treatment and recycling technologies making use of useful components from waste as raw materials, fuels and production materials, and minimizing waste generation;

- Advise the City People's Committee on the innovation, creation, research and transfer of technologies for manufacturing of eco-friendly materials used as plastic alternatives in production and business activities.

i) Customs Department:

- Check and list organizations and individuals that import disposable plastic products for consumption, production and distribution purposes in the City; strengthen the inspection and collection of environmental protection tax according to regulations.

- With strong, focused and legitimate professional control measures (focusing on maximally preventing the goods from entering the city's territory in combination with measures to strengthen the control of goods during, after customs clearance, investigating and prosecuting key cases) for the illegal import of wastes, scraps and goods characteristic of waste that does not meet environmental protection requirements; thereby contributing to providing the most favorable conditions for enterprises to import qualified raw materials used in production.

k) Department of Taxation:

Examine and handle violations involving environmental protection tax that are committed by organizations and individuals producing non-biodegradable plastic bags in the City according to regulations.

l) Police Department:

Strengthen reconnaissance, promptly detect, inspect and handle violations against environmental protection law. Cooperate with the Department of Natural Resources and Environment, People's Committees of urban/rural districts and Thu Duc city in relocating production facilities that cause environmental pollution and do not meet planning requirements.

Take charge of and cooperate in inspecting owners of active infrastructure and enterprises; Strengthen environmental protection in industrial parks at the stage of planning, infrastructure development and especially management of industrial property leases. Before being brought into operation, industrial parks and large projects must operate waste (effluent, exhaust gas) treatment facilities that meet environmental standards and automatic wastewater monitoring systems that continuously transmits data directly to the Department of Natural Resources and Environment for regular monitoring purposes.

n) People’s Committees of urban/rural districts and Thu Duc city:

- Strengthen the inspection of compliance with legal provisions on environmental protection by production, business and service establishments in the City; strictly sanction violations, including those involving environmental sanitation, encroachment on discharge gates, sewer manholes, blocking of sewer inlets and building of structures encroaching on canals.

- Use CCTV images at residential areas to impose penalties for environmental sanitation violations in multiple forms, such as cautions issued via residential neighborhoods or fines imposed based on these images.

- Consolidate the organizational and personnel apparatus and structure to effectively implement tasks and duties assigned or authorized by the City People's Committee.

- Take charge of classifying solid waste at source, establishing separate systems for collection of different waste groups after sorting and segregating them from sources of waste to waste recycling and treatment plants according to regulations. Implement solutions to controlling the rate of correct source waste classification, to ensuring that such rate is significantly changed and gradually increased over years.

- Take charge of applying and managing prices of services of collection, transportation and treatment of municipal solid waste in the City.

- Ensure the effective implementation of the tasks and duties assigned by the City People's Committee, and authorize the People's Committees of urban/rural districts and Thu Duc city to manage and take charge of sanitary cleaning, collection, transportation and operation of solid waste transfer stations in urban/rural districts.

- Modernize and invest in synchronous construction projects, equipment, public trash bins, premises for gathering, cleaning, collection, transportation and domestic solid waste transfer stations in the City by using the models and plans of the City to ensure that collection and transportation equipment meets environmental standards, and transfer stations are developed using advanced, modern, closed and environmentally accredited technologies.

4. 4^th set of solutions: Promoting investment in high technology, encouraging the use of advanced technologies and equipment in production and business, reducing waste, totally controlling and eliminating pollution, coordinating waste-to-energy conversion, management,  environmental protection and improvement. Concentrating construction solutions on reduction in environmental pollution.

a) Department of Natural Resources and Environment:

- Carry out regular and continuous air, surface water quality, hydrological, underground water monitoring in the City; expand the monitoring network of environmental components in the City to ensure the continuous provision of updated information on air and water quality. Integrate into the environmental monitoring portal and mobile applications. Likely access, retrieve and monitor environmental monitoring data (in both manual and continuously automatic manner) via smartphones.

- Implement the set of solid waste treatment solutions with a view to increasing the treatment of domestic waste by incineration for power generation and recycling by at least 80% by 2025, and heading towards 100% by 2030:

+ Change waste treatment technologies used by existing waste treatment plants.

+ Speed up investment in projects approved in the City's policies.

+ Call for bids for new waste treatment projects to be executed in the future. 

+ Develop plans to rebuild landfills that have ceased their operation in the City.

- Come up with solutions for environmental remediation and restoration of depleted and polluted water bodies in industrial and domestic wastewater receiving areas and residential areas.

- Strengthen the application of results of research projects, survey and assess the current environmental state, the developments of climate change, prevention of natural disasters in the City. Use investigation and research databases for activities of planning, management and provision of investment projects.

b) Department of Health:

Improve the effectiveness in hazardous medical effluent and waste treatment. Regularly review the operation of environmental protection projects in hospitals; promptly make investment in renovating and upgrading waste treatment projects to ensure compliance with environmental engineering regulations.

c) Department of Construction:

- Implement the Project on flood control and wastewater treatment in Ho Chi Minh city for the period of 2020 - 2045 and the Plan on flood control and wastewater treatment for the period of 2020 - 2030, including completion of Binh Duong wastewater treatment plant (phase 2); Nhieu Loc - Thi Nghe wastewater treatment plant; review and additionally adopt policies to attract investment resources for such projects as Binh Hung wastewater treatment plant (phase 3), 09 wastewater treatment plants such as West Saigon, Binh Tan, Tan Hoa Lo Gom, North Saigon 1, North Saigon 2, Dua Bridge, Northwest, South Saigon and Suoi Nhum.

- Actively examine and propose the construction of 07 reservoirs; the construction and renovation of stormwater and wastewater drainage systems; the development of technical infrastructure, the renovation of 07 main drainage axes; completion of construction of critical dykes, embankments and canals in order to increase water drainage in the City.

- Further apply information technology to development of new water drainage and flood control projects; ensure the compatibility of technologies to be used with existing or new technologies. Prioritize the application of advanced technologies for multiple uses, especially in new residential areas.

- Request project owners to adopt environmental protection measures during the process of implementation of construction projects in the City. Continue to take charge of implementing solutions to increase areas covered with trees, green spaces and parks in the City.

d) Department of Transport:

Build 04 underground parking lots in the city center. By 2025, strive to complete and operate 02 metro lines and 01 BRT line.

e) Department of Science and Technology:

Autonomously have, coordinate and mobilize resources of scientific bodies, research institutes and universities in implementing projects for application of new technologies to waste treatment, lower consumption of raw materials, energy and reduction of carbon footprint and waste reuse; study solutions to proactively responding to climate change and sea level rise. Invest in projects for development of water supply network, ensure safe water supply, water security and respond to emergencies of the City's water supply system.

- Raise their capacity to respond to environmental incidents. Strengthen cooperation with the National Center for Oil Spill Response and contiguous provinces in response to environmental incidents.

- Put more emphasis on international cooperation to take advantage of foreign resources, knowledge and experience regarding natural resource management in the process of socio-economic development.

- Effectively implement regulations on cooperation and plans on water and mineral resource management, and environmental protection at the inter-provincial, inter-regional and inter-sectoral level at contiguous areas in order to completely solve environmental issues that may arise. Cooperate with provinces and cities in the Mekong Delta and the Southern Key Economic Region to issue and implement plans for exploitation and use of natural resources, environmental protection and response to climate change.

III. PROGRAM BUDGET

1. The Program shall be funded by expenditures included in the authorized budget in effect each year and other lawfully raised capital as prescribed by law.

2. The Department of Finance, the Department of Planning and Investment shall cooperate in advising the City People's Committee about allocating the budget to its agencies and units to implement the Program in accordance with regulations.

IV. IMPLEMENTATION

1. Heads of departments and other local authorities directly controlled by the City People's Committee; Chairmen of People's Committees of urban/rural districts and Thu Duc city; socio-political organizations shall thoroughly grasp and develop detailed plans varying according to the actual condition and tasks of each local authority; shall allocate resources to implement assigned programs/projects; annually (before November 1), shall send reports on the implementation of the Program to the Department of Natural Resources and Environment for its submission of the consolidated report to the City People's Committee. In the course of implementation, if there is any problem leading to the need for supplementation and modification of this Program, the Departments and local authorities should actively cooperate with the Department of Natural Resources and Environment to make a synthesis report submitted to the City People's Committee to seek its decision.
