CIRCULAR
ON 2021 TARIFF-RATE QUOTAS FOR SALT AND POULTRY EGGS AND RULES FOR MANAGEMENT THEREOF
Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017 on functions, duties, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 69/2018/ND-CP dated May 15, 2018 on guidelines for a number of Articles of Law on Foreign Trade Management;
At the request of the Director General of Agency of Foreign Trade,
The Minister of Industry and Trade hereby promulgates a Circular on 2021 tariff-rate quotas for salt and poultry eggs and rules for management thereof.

Article 2. Rules for management of tariff-rate quotas
1. Rules for allocation of tariff-rate quotas
Tariff-rate quotas for salt and poultry eggs shall be allocated according to regulations of the Circular No. 12/2018/TT-BCT dated June 15, 2018 by the Minister of Industry and Trade elaborating some Articles of Law on Foreign Trade Management and Government’s Decree No. 69/2018/ND-CP dated May 15, 2018 on guidelines for a number of Articles of Law on Foreign Trade Management.
2. Recipients of allocated tariff-rate quotas
Tariff-rate quota for salt shall be allocated to traders directly using salt as an ingredient for production of chemicals, drugs and medical products.
Tariff-rate quota for poultry eggs shall be allocated to traders holding a business registration certificate/ enterprise registration certificate and wishing to import poultry eggs.
3. Time of allocation of tariff-rate quota for salt
The Ministry of Industry and Trade shall finalize the time of allocation of tariff-rate quota for salt with the Ministry of Agriculture and Rural Development and Ministry of Finance.
